What is the Strategic Plan for 2030 approved by the plenary of the General Council? Our collective has, and has demonstrated throughout its history, a great capacity to adapt to the economic and social environment of each moment. The most recent demonstration comes from the approval of Law 11/2007 on Electronic Access of Citizens to Public Services, modified by Law 39/2015 on the Common Administrative Procedure of Public Administrations, and Law 40/2015 on the Legal Regime of the Public Sector. The summary is simple: access to administrations by citizens was going to be totally electronic, then social collaborators disappeared from the face of the earth. However, we do not stop for a moment to lament. We set to work to start telematizing certain procedures, which meant anticipating the supposed electronic access of citizens in their relationship with the administration. And thanks to that, for example, the DGT was able to continue operating during the pandemic. What, of course, has been demonstrated, is that citizens have not been able to relate to the administration since face-to-face attendance has disappeared in it or since the appointment has been installed as a way to go to the offices of the former. Now, demonstrated the failure of that Law 11/2007 and laws 39 and 49 of 2015, and given the failure of the previous appointment and the plummeting of numerous public bodies, we must find a solution in the short and medium term so that the citizen can continue to carry out their procedures effectively and efficiently. And although we are in favor of any citizen being able to decide whether to carry out their procedures electronically on their own or hire a professional, that is something that will take time (digitizing the administration is not done overnight), so we propose a solution that can serve now and be established for the future: the Law on Administrative Social Collaboration. This is one of the basic axes, which, in addition, would place the professional associations as delegated offices of the administration. Additionally, we want Administrative Agents to be able to accompany their clients in the social jurisdictional order, as is the case with social graduates and lawyers and solicitors. Keep in mind that we collaborate with employers in employee registrations and cancellations, Social Security payments, contracts with staff... Not only do we know well how they work in this regard, but we often advise them on personnel strategy. Europe is another of the basic axes of our strategic plan. Accompany our clients in their investment decisions and opening new businesses in the continent: buy a home with or without a mortgage, pay taxes, open a new store or office, invest in a factory, acquire a company ... For any investment or business decision in Europe, as if they were made in Spain, you should be able to count on your trusted advisor. The fourth axis focuses on the training of personnel for administrative agencies, which find it difficult to find professionals prepared to grow. Often, when they have been trained, and given the high level they acquire in administrative agencies, they are tempted by other agencies or by the companies they serve and must start over, with the long period of training that this entails. We are going to create a discipline of professional training, with practices in administrative agencies and the same applications with which Administrative Agents work, to train staff that can join administrative agencies or for any company that needs professionals with this training. That is why we have prepared a seven-year plan, presented to the plenary of the General Council, which must be supported by the latter. Keep in mind that the terms of the executive committee and the president are three years, and the plan exceeds two terms, so the entry of a new president should not interrupt its execution. It is true that approving a law like the one we requested will not, unfortunately, be quick (and that, in case our politicians want to support it), nor prepare the way to execute it either, because it is something that we do not want to affect only the Administrative Agents, but also all those social collaborators, collegial, who have a relationship with the administration. Setting up a degree of vocational training, going to Europe to get a single European card for the profession or taking legal steps so that we can intervene in the social jurisdictional order are medium-term projects. In the meantime, we will work on reordering and modernizing our own profession, as we also include in the strategic plan. Artificial intelligence, blockchain or machine learning gare terms that will reach, sooner or later, our profession and we want to take the reins of our future. Although it seems presumptuous, I do not think it will change the position we have. What will change is how we do our work. And that has been the case in the last 500 years (yes, in the fifteenth century our predecessors already existed: the solicitors). Until now, we've been a quiet profession, but just because we weren't talked about much doesn't mean we weren't doing much-needed work. We were not born with the pandemic, we do not exceed one and a half million business-customers in three years. We have helped them to be born, to grow and to disappear, that's why we know so much about them. What the pandemic has allowed us to do is to raise our voices. And that is what has put us on the map, because what we have said, what we have anticipated, has been fulfilled. In a few years, we hope to continue leading the process in front of the administration, having shown that it is possible to carry it out both by the citizen, in the event that he wants to do it on his own, and by the social collaborators, when the client decides not to dedicate his own time to it. I hope that we will continue to stay ahead of the administration itself and that, at last, it will take us more into account when implementing new rules. It is not our task to influence the meaning of the standard, but how compliance is established. We want to hear whether or not it is possible to comply with it and if it will achieve the effects that are sought or other different ones, because our knowledge and experience allow it.
