He pointed to the importance of keeping channels of communication with Beijing open.
"That is why we maintain our intention to carry out the visit of Secretary of State Antony Blinken to Beijing," RIA Novosti quoted Kirby as saying.
He recalled that the visit was postponed, not canceled.
In February, Blinken informed Chinese authorities of the decision to postpone his visit to the country due to the situation with the alleged reconnaissance Chinese balloon detected in American airspace.
He added that he would visit Beijing "when circumstances allow."
The chief of American diplomacy also notified the head of the office of the Foreign Affairs Commission of the Central Committee of the Communist Party of China, Politburo member Wang Yi.
