On March 3, Puyang City, Luohe City, Sanmenxia City, and Pingdingshan City in Henan Province announced that the "number one" party committees of four prefecture-level cities had made personnel adjustments.

Among them, Wan Zhengfeng, the former deputy secretary of the Puyang Municipal Party Committee and mayor, served as the secretary of the Puyang Municipal Party Committee.

Qin Baoqiang, the former deputy secretary of the Luohe Municipal Party Committee and mayor, was appointed secretary of the Luohe Municipal Party Committee.

Fan Fuzhong, former deputy secretary of the Sanmenxia Municipal Party Committee and mayor, served as the secretary of the Sanmenxia Municipal Party Committee.

Chen Xiangping, former director of the Henan Provincial Department of Science and Technology and secretary of the leading party group, served as a member, standing committee member and secretary of the Pingdingshan Municipal Party Committee.

According to public information, three of the four new municipal party secretaries are post-70s, all from Henan.

Among them, Wan Zhengfeng was born in September 1971, is a native of Henan Gushi, with a postgraduate degree and a doctorate in management. He started working in August 9 and worked in Tianjin, and in 1988 served as the deputy director of the Propaganda Department of the Tianjin Tanggu District Party Committee and the director of the Office of the Spiritual Civilization Construction Committee.

In 2008, 37-year-old Wan Zhengfeng was selected to be deputy director of the Henan Provincial Department of Civil Affairs. In 2015, Wan Zhengfeng took up the post of New Zhengzhou and was promoted to the level of director in November 2020. In August of the following year, he was reappointed as the mayor of Puyang City, until this adjustment.

On March 3, Puyang City held a meeting of leading cadres and announced the decision of the provincial party committee: Wan Zhengfeng was appointed secretary of the Puyang municipal party committee, and Zhu Liangcai was appointed as a member, standing committee member and deputy secretary of the Puyang municipal party committee.

According to public information, Zhu Liangcai was born in August 1975, a native of Fugou County, Henan Province, and was formerly the secretary of the party group and director of the Henan Provincial Civil Affairs Department.

On the same day, Luohe City also held a meeting of leading cadres to announce the decision of the provincial party committee: Qin Baoqiang was appointed secretary of the Luohe City CPC Committee, and Huang Xi was appointed member, standing committee member, and deputy secretary of the Luohe City CPC Committee.

Qin Baoqiang, born in December 1967, is a native of Dengzhou, Henan Province, with a bachelor's degree in law from Henan University and a master's degree in philosophy from Huazhong University of Science and Technology. He served in the General Office of the Henan Provincial Party Committee, was promoted to the level of deputy department in November 12, and became the deputy secretary-general of the Standing Committee of the Henan Provincial People's Congress the following year. In 2008, he took up his post in Kaifeng, and before serving in Luohe, Qin Baoqiang was the deputy secretary of the Kaifeng Municipal Party Committee and a first-class inspector.

In 2021, Qin Baoqiang served as the deputy secretary of the Luohe Municipal Party Committee, the secretary of the party group of the municipal government, and the mayor.

Earlier, the Organization Department of the Henan Provincial Party Committee also announced that Huang Jun was born in September 1972, university, doctor of economics, currently a member of the Standing Committee of the Xinyang Municipal Party Committee and vice mayor, and intends to be nominated as a candidate for mayor of a provincial municipality.

At the same time, the Sanmenxia and Pingdingshan were also adjusted. Fan Fuzhong was born in August 1970, a native of Qi County, Henan Province, and holds a master's degree. According to the news previously announced by the Organization Department of the Henan Provincial Party Committee, Xu Xiangfeng was born in April 1971, an on-the-job graduate student, a doctor of management, currently a member of the Standing Committee of the Luoyang Municipal Party Committee, the commander-in-chief and party secretary (at the level of the main department) of the 4th batch of Henan Province Aid to Xinjiang Work Forward Headquarters, and the deputy secretary of the Hami Municipal Party Committee (aid to Xinjiang), and intends to be nominated as a candidate for mayor of a province and municipality.

Among them, the only female secretary of the municipal party committee, Chen Xiangping, was born in November 1970, a native of Huixian, Henan, with a postgraduate degree, a doctorate in economics, and served as deputy director of the Luohe Development and Reform Commission, director of the Industrial Economic Promotion Bureau, member of the Standing Committee of the Luoyang Municipal Party Committee, director of the United Front Work Department, vice mayor, director of the Organization Department, and deputy secretary of the Shangqiu Municipal Party Committee.

Prior to his appointment as Secretary of the Pingdingshan Municipal Party Committee, Chen Xiangping was Director of the Department of Science and Technology of Henan Province, Secretary of the Party Group and Secretary of the Party Committee of the Provincial Academy of Sciences.
