  Paid annual leave is the statutory right of employees. Relevant provisions have been written into the Labor Law and the Regulations on Paid Annual Leave for Employees. It is also an important institutional guarantee for improving the quality of life of employees.

In 2022, the All-China Federation of Trade Unions' "Online Survey on the Quality of Life of Employees" showed that nearly 60% of employees believed that "more leisure time and richer spiritual and cultural life" are the main manifestations of quality of life, second only to "income" two.

However, in some enterprises in my country, especially manufacturing enterprises, the situation of employees enjoying paid annual leave is not ideal.

  The results of a survey of manufacturing workers by the All-China Federation of Trade Unions show that the average working hours of manufacturing workers is 5.68 days a week, which is higher than the average of 5.51 days for all workers, and 61.46% of workers work 6 days or more.

Front-line manufacturing workers work more overtime, with 74% of them working for 6 days or more.

  It is understood that many manufacturing companies adopt a salary combination of "low basic wages and high overtime wages", and employees can only earn higher incomes if they continue to work overtime.

More overtime takes up the rest and vacation time of employees, which makes them physically and mentally exhausted.

The survey shows that more than half of the employees have great life and psychological pressure due to work anxiety, and 76.31% of the employees hope to use their rest and vacation time to travel, read, watch exhibitions or watch movies.

High work intensity and less rest time have become important reasons for the high mobility of manufacturing workers and the widespread brain drain.

  Jiang Guangping, vice chairman of the All-China Federation of Trade Unions and secretary of the secretariat, brought the "Proposal on the Real Implementation of the Paid Annual Leave System".

He suggested that policies related to paid annual leave be enforced.

Improve the regulations on corporate violations of legal responsibilities, strengthen constraints on the implementation of corporate annual leave, stipulate that enterprises are prohibited from agreeing to cancel employees' annual leave except under special circumstances, and make clear regulations on the circumstances that enterprises cannot arrange employees' annual leave due to work needs.

At the same time, moderately increase the administrative penalty standards for illegal acts and increase the cost of illegal activities for enterprises.

  Member Qi Weimin, executive vice chairman and party secretary of the Hebei Provincial Federation of Trade Unions, agreed with this.

He suggested that the labor supervision department should increase the accountability of illegal acts, focus on giving full play to the supervisory function of trade union organizations, supervise and urge timely punishment of enterprises and enterprise leaders who violate the regulations on paid annual leave for employees in accordance with the law, and require rectification within a time limit to effectively maintain Employees' rights to rest and vacation.

  "Implementing paid annual leave will also help alleviate the congestion during holidays." Pi Jianlong, director of Beijing Jintai Law Firm, said that now every holiday, some tourist cities and popular scenic spots are crowded with people, which makes people "daunting." , dare not go out.

If paid annual leave can be realized, everyone can take off-peak vacations and travel at off-peak hours, which can save a lot of trouble and help promote consumption.
