  Reporter from China News Agency: What kind of platform is "Deep Sea One" and how is it currently in production?

  Lei Yafei:

The "Shenhai No. 1" ultra-deepwater gas field is the deepest offshore deepwater gas field independently discovered by China so far, with the deepest average water depth and the most difficult exploration and development.

During the development process, the project team innovatively designed the world's first 100,000-ton deep-water semi-submersible oil production and storage platform - "Deep Sea No. A masterpiece in the field of offshore engineering equipment, it has led China's offshore oil exploration and development capabilities into the era of 1,500-meter ultra-deep water.

  In 2022, "Shenhai No. 1" has completed the design of the gas field with a maximum annual output of 3 billion cubic meters of natural gas.

Production continues at the highest output possible.

The natural gas produced is continuously transported to three terminals in Hong Kong, Gaolan, Guangdong, and Hainan through submarine pipelines.

China News Agency reporter: As a floating semi-submersible platform, how safe is "Shenhai No. 1" located in the deep sea?

Will it be affected by the typhoon?

  Lei Yafei:

The platform is affected by the waves, and there will be small shaking and shaking.

If the wind and waves are particularly strong, such as the winter wind, the wind speed can reach level 12 at most. In this case, the shaking of the platform is about one to two degrees.

On the platform, people are busy with work during the day and don’t pay much attention to it. When they rest at night, they will feel “like a hammer hitting the bedside”.

  At present, "Deep Sea One" has experienced a large typhoon with an instantaneous wind force reaching level 15.

Judging from the overall degree of shaking and displacement of the platform, the wind resistance is better than the design.

"Deep Sea One" can be said to be very safe.

China News Agency reporter: What is the significance of the successful commissioning of "Shenhai No. 1" for China's deep-sea oil and gas development?

  Lei Yafei:

Over 100 large oil and gas fields have been discovered around the world in recent years, 60% of which are in deep water.

The successful commissioning and operation of "Shenhai No. 1" indicates that if the same large-scale oil and gas field is discovered in deep water later, we will have independent development capabilities.

This ability also enables China's oil industry to move to a bigger stage in the world.

These deep-water oil and gas resources can increase China's oil and gas production and stabilize global energy supply.

China News Agency reporter: What areas do you focus on and what suggestions will you put forward at this year's National Two Sessions?

  Lei Yafei:

There are broad prospects for the development of deep and deep seas, but currently there are only 4 institutions in the world with mature deep sea rescue capabilities, and none of them are located in the Western Pacific and the South China Sea.

Under the security concept of "preferring to use rather than using, and not being available to have no preparation", I propose to build a suitable emergency support system for deep and open seas. Take charge.

China News Agency reporter: Does China currently have the foundation to establish a deep-sea emergency rescue guarantee system?

  Lei Yafei:

At present, the salvage system of the Ministry of Transport initially has the ability to salvage deep seas.

Hainan has the Institute of Deep Sea Science and Engineering of the Chinese Academy of Sciences and manned ultra-deep water diving equipment such as the "Deep Sea Warrior".

In order to ensure the development of deep-sea oil and gas, CNOOC also has a lot of deep-water equipment, such as dynamic positioning tugboats, deep-water robots, and a group of operators who are familiar with deep-sea.

Under a set of deep-sea emergency support coordination mechanism, these deep-sea engineering equipment can be used as spares or deployed with each other, and talents can share deep-sea knowledge and experience.

On this basis, and according to actual needs, we will supplement and improve professional rescue equipment, which will ensure that our road to "stars and oceans" will go more steadily and solidly.
