"The construction of ecological civilization is still in a critical period of pressure and burden, and the task of ecological environment protection is still arduous." At the 2023 National Ecological and Environmental Protection Work Conference held on February 16, Huang Runqiu, Minister of the Ministry of Ecology and Environment, said.

Huang Runqiu pointed out that in 2023 and the next few years, the ecological and environmental protection work will face greater pressure, and there will be greater risks in some areas, including the risk that it will be difficult to complete the ecological and environmental quality improvement goals of the "14th Five-Year Plan", and pollutant emissions in some areas will rebound severely. The risk of ecological environmental quality decline, the risk of sudden major environmental pollution incidents, the local sudden ecological environmental risk brought about by climate change, etc.

  Time is ticking.

Four days later, Huang Runqiu appeared in an unannounced surprise inspection.

The inspection found that there are generally problems in violation of laws and regulations such as abnormal operation of pollution control facilities and excessive discharge.

From February 21st to 22nd, Zhao Yingmin, Vice Minister of the Ministry of Ecology and Environment, led a team to Xianyang City, Weinan City, Hancheng City, Shaanxi Province and other cities where the air quality has rebounded significantly to supervise and help, and carried out "four nos and two straights" supervision of key gas-related enterprises examine.

On-site inspection of corporate pollution control facilities, automatic monitoring equipment for pollution sources, and production and environmental protection management ledgers to check the company's compliance with emission standards.

There are indications that the battle against pollution in 2023 has already begun and is progressing in an orderly manner.

Six companies have outstanding problems

From February 20th to 21st, Pingdingshan City and Xuchang City in Henan Province ushered in a surprise inspection.

Without prior greeting, Huang Runqiu set off from Beijing in the early morning of February 20 and rushed to the above two places.

Prior to this, the Ministry of Ecology and Environment has continued to send working groups to Henan Province to carry out supervision and assistance work on the prevention and control of air pollution in winter.

Since the end of 2022, there has been a long-term and large-scale "New Year's Eve smog" in southern Henan Province, and severe and severely polluted weather has continued to occur in many areas, and the situation of air pollution control is very severe.

Huang Runqiu's trip is to lead the supervision and support team to carry out surprise inspections on enterprises.

A total of 7 companies became the targets of the surprise inspection.

Huang Runqiu led a team to carefully check and check the company's production ledger, production conditions, online monitoring, etc., to learn more about the company's implementation of the Air Pollution Prevention and Control Law, and the implementation of emergency emission reduction measures for heavily polluted weather.

The results of the unannounced inspection were not satisfactory: the inspection found that there were generally violations of laws and regulations such as abnormal operation of pollution control facilities, excessive discharge, failure to implement emergency emission reduction measures for heavily polluted weather, falsification of production accounts, and falsification of online monitoring and manual monitoring data. , of which 6 enterprises have more prominent problems.

For example, the waste gas of Ruzhou Tianrui Coal Coking Co., Ltd. overflows and discharges directly into the environment. The pollution is very serious. It is suspected of artificially interfering with the sampling of online monitoring facilities, covering up excessive emissions, and failing to implement emergency emission reduction measures in heavily polluted weather.

Wugang Zhongjia Iron and Steel Co., Ltd. did not implement emergency emission reduction measures in heavily polluted weather, and concealed the real production status by forging sintering production reports and tampering with the operating parameters of the central control system; There is no sampling port, and there is no manual sampling condition, and it is suspected of falsification of manual monitoring reports; the online monitoring data is inconsistent with the actual production status, and it is suspected of falsification.

Huaxin Industrial Co., Ltd. in Xiangcheng County, Xuchang did not implement emergency emission reduction measures in heavily polluted weather, and forged false production records called "environmental protection ledgers"; the roof of the glass kiln was seriously damaged, and a large amount of exhaust gas was discharged directly; Abnormal operation; online monitoring is not in normal operation and maintenance, and cannot display the actual discharge situation. On-site manual monitoring exceeds the standard seriously, and it is suspected of long-term excessive discharge.

In response to the above surprise inspections, Pingdingshan City and Xuchang City respectively deployed rectification measures.

Pingdingshan City established a city-county-level joint investigation team and a special work class to carry out on-site assistance to the four companies with problems, dig deep into the problems, and rectify them within a time limit.

At present, the relevant responsible persons have been criminally or administratively detained according to law.

At the same time, large-scale investigations and major rectifications were carried out throughout the city.

Li Chaofeng, deputy mayor of Xuchang City, presided over the promotion meeting of the Ministry of Ecology and Environment for air quality supervision, assistance, and rectification of problems found. Any dereliction of duty or dereliction of duty must be seriously pursued and held accountable, and the results of the handling should be reported in a timely manner.

It is necessary to strictly enforce the law and supervise, and carry out comprehensive investigation and rectification of the city's emission enterprises.

Ensure the effectiveness of supervision and assistance

Zhao Yingmin led a team to conduct an on-site inspection in Shaanxi Province and found many problems.

The inspection found that the sampling pipeline of Shaanxi Heli Insulation Material Products Co., Ltd. in Xianyang was disconnected, and tampering parameters interfered with the normal operation of automatic monitoring equipment.

Weinan Shaanxi Tuori New Energy Technology Co., Ltd. set up a bypass, and the flue gas was discharged directly without dust removal treatment; the denitrification facilities were not standardized, and the ammonia escape concentration in the flue gas exceeded the standard by 60 times; the environmental protection acceptance report of the construction project was suspected of falsifying monitoring data.

Hancheng Yulong Coking Co., Ltd. automatically monitors and samples flue gas through dilution, which interferes with the flue gas monitoring data of No. 1 and No. 2 coke ovens.

Hancheng Shaanxi Heimao Coking Co., Ltd. failed to implement emergency emission reduction measures in heavily polluted weather, fabricated false accounts to cover up illegal production facts, and frequently shut down desulfurization and denitrification systems.

In addition, some enterprises still have problems such as abnormal operation of pollution control facilities and excessive discharge.

In response to the problems discovered, the Ministry of Ecology and Environment ordered the local departments of the Ecology and Environment to further investigate and deal with them. Prominent issues involving falsification and data tampering were transferred to the public security organs for handling in accordance with laws and regulations.

Regarding the results of this surprise inspection, Huang Runqiu emphasized that enterprises must truly pay attention to ecological and environmental protection work ideologically, regard law-abiding as the bottom line for the survival and development of enterprises, continuously enhance their sense of social responsibility and mission, and must not ignore the common people's concern for a beautiful ecological environment. Need to blindly pursue the economic benefits of pollution, earnestly shoulder the main responsibility for air pollution control, strengthen the operation and management of pollution control facilities, and ensure that pollutants are discharged up to standards.

State-owned enterprises are the benchmarks of the industry and should set an example and standard for the industry.

Huang Runqiu also pointed out that the current task of air pollution prevention and control is still arduous. It is necessary to improve the political position, fully understand the significance of in-depth fighting the battle of pollution prevention and control, effectively implement the air pollution prevention and control law, do a good job in dealing with heavy pollution weather, and implement various emergency reduction measures. Arrange measures to ensure that the implementation is in place without compromise.

We must adhere to the problem-oriented approach, dare to touch hard, and resolutely investigate and deal with environmental violations in accordance with the law with a "zero-tolerance" attitude, especially the collusion between enterprises and third-party monitoring companies, falsification and tampering of monitoring data, etc., which are serious in nature, have bad influence, and violate criminal laws. , must be resolutely cracked down and give full play to the warning function.

The main responsibility of the enterprise is heavy, and the responsibility of the government must be compacted.

Huang Runqiu said that the Ministry of Ecology and Environment will promote the implementation of the same responsibility of the party and the government for ecological and environmental protection, and the dual responsibility of one post, and further transmit the pressure to local party committees, governments and relevant departments, urge and guide enterprises to consciously abide by the law, and ensure that supervision and assistance achieve effective results.

Local eco-environmental departments should earnestly fulfill their regulatory responsibilities, increase supervision and law enforcement, further improve their ability to identify and discover problems, especially deep-seated problems such as fabricated data and falsified data, and earnestly carry out investigations and evidence collection of enterprises involved in environmental violations. Do a good job of rectifying the "second half of the article".

Continue to increase supervision

Huang Runqiu specifically emphasized again after this surprise inspection that companies and third-party monitoring companies colluded with each other, falsified and tampered with monitoring data, and required local ecological and environmental departments to further improve their ability to discover deep-rooted problems such as fabricated data and falsified data. Meaningful.

It can also be seen from the above inspection results that the problem of falsification and tampering of monitoring data is not uncommon.

It is worth noting that on February 27, the Ministry of Ecology and Environment announced three typical cases of fraud by third-party environmental protection service agencies.

These three typical cases are Guangdong Guohuan Testing Technology Co., Ltd.'s environmental monitoring falsification case, Greensky (Shanghai) Environmental Technology Development Co., Ltd.'s intentional replacement of monitoring samples, and Jiangsu Nanjing Lianshun Motor Vehicle Testing Service Co., Ltd. issued false inspections. report case.

The environmental service agencies involved may directly issue monitoring data without conducting sampling and analysis, intentionally untrue records or selectively record original data, discrepancies between original paper records and electronic storage records, and use of substitute samples for analysis and other falsification or tampering of monitoring data. or in order to ensure that the automatic monitoring and comparison results meet the requirements, during the monitoring process, the sample is deliberately replaced, and the on-site sample is replaced with a re-prepared gas sample to complete the monitoring; or a "cheat device" is added between the vehicle OBD interface and the diagnostic equipment. ", tampering with vehicle OBD information.

The relevant person in charge of the Ministry of Ecology and Environment pointed out that in recent years, a small number of third-party environmental protection service agencies have blindly pursued economic interests, resorted to deceit, and helped sewage companies to pass the customs, seriously disrupting the order of the third-party environmental protection service market.

According to the requirements of the Ministry of Ecology and Environment, the ecological environment departments at all levels continue to increase the supervision of third-party environmental protection service agencies, and cooperate with relevant departments to seriously investigate and deal with violations of laws and regulations in accordance with the law, and severely crack down on criminals.

Ecological and environmental law enforcement has always maintained a strict main tone, which will undoubtedly have a deterrent effect on illegal companies and third-party monitoring companies.

According to Liu Youbin, spokesperson of the Ministry of Ecology and Environment, the Ministry of Ecology and Environment issued a total of 91,000 administrative punishment decisions last year, with a cumulative fine of 7.672 billion yuan; 9,850 cases were implemented in five categories, of which 143 were punished continuously on a daily basis. The fine amounted to 155 million yuan, 4,836 cases of seizure and seizure, 629 cases of production restriction and suspension, 2,815 cases of detention, and 1,427 cases of suspected environmental pollution crimes.

Expose typical cases of environmental violations and crimes that seriously pollute the environment, damage public health, and have a bad impact, and strengthen the role of vigilance and deterrence.
