That the Community of Madrid is focused on attracting large companies is nothing new, considering the public statements of its political leaders in recent months and the international agenda of the regional president, Isabel Díaz Ayuso.

And the regional government has decided to take a new step on this path to claim new investors through a reduction in administrative deadlines and thus facilitate their installation in the capital.

The Governing Council will approve today the creation of the Investment Accelerator, a tool to "facilitate the start of the activity of large business projects" and "

expedite the processing of all high-impact proposals for their creation of wealth and employment"

This is stated in the text of the project to which EL MUNDO has had access and which "in the next few days" will be published in the Official Gazette of the Community of Madrid (BOCM) so that it can enter into force this month of March, they point out. sources of the Ministry of Economy and Finance.

The creation of this new tool, similar to the one developed by the Popular Government of the Junta de Andalucía whom the Community has consulted, is aimed at "giving priority" to large companies that settle in Madrid.

Specifically, the plans of the department headed by Javier Fernández-Lasquetty is that

the requests made through this body are dealt with in less than 30 days

and, once they are qualified as favourable, the processing will be done urgently. , which represents the maximum legal reduction in administrative procedures in the public sector.

Those companies that want to join the project, in which the ministries and local entities with economic powers will participate, must meet two main conditions: guarantee

the creation of 50 permanent contracts or more in the region and that their investment in fixed assets, excluding real estate, is greater than 10 million euros

.

This second point will not apply to energy facilities where this investment must amount to 50 million euros.

However, the regional government, through this body, will have

the option of not applying the basic criteria and declaring "projects of special interest to the Community of Madrid"

, as stated in the text of the decree that is approved today in Regional Executive meeting.

This cataloging will be done, again according to the text, "by virtue of other characteristics such as investment in R+D+i, their nature as tractor projectors of the value chain, the creation of high value-added jobs, or any other others, through a reasoned report”.

From the Ministry of Economy and Finance, they point out that this body is launched "to stimulate the economy, improve regulation and the business climate and promote the development of new ideas, both national and foreign."

Another of the functions that the accelerator will fulfill, they indicate in Sol, is to

"detect regulatory barriers" for investments and "propose their reduction or elimination when possible"

because this will affect "the creation of employment, the generation of added value and business dynamism.

To support this vision, the Ayuso government uses reports such as the World Bank's Doing Business, which indicates that "administrative obstacles are one of the main obstacles to promoting business competitiveness."

Or also the Barometer 2020 of the Institute of Foreign Trade (ICEX), Multinationals for the Spain Brand and IESE, which places bureaucracy as "the aspect with the worst evaluation by foreign companies" when it comes to settling in our country.

According to the data for 2022, Madrid

has 22,834 new commercial companies, 23% of those that were incorporated in Spain during the past year

, and leads the ranking in terms of foreign investment in the national territory.

The region, as reflected by the INE, obtained 14,533 million foreign euros in the first three quarters of 2022, 64.7% of the entire country.
