China News Agency, Moscow, February 28 (Reporter Tian Bing) Russian President Vladimir Putin signed a law on Russia's suspension of implementation of the "New Strategic Arms Reduction Treaty" on the 28th.

On the same day, Putin also signed a law on the termination of the effectiveness of 21 legal treaties signed by Russia and the European Commission in Russia.

  The legal document was published on the Russian Legal Information Portal on the 28th.

The explanatory document of the law states that Russia suspends the implementation of the "New Strategic Arms Reduction Treaty" signed by Russia and the United States.

The decision for Russia to resume compliance with the treaty will be made by the president.

  On February 21, Putin announced in his State of the Nation address to the Russian Federation Conference (Parliament) that Russia would suspend its implementation of the New Strategic Arms Reduction Treaty.

He emphasized that Russia did not "withdraw" from the treaty, but only "suspended its implementation."

But before resuming implementation of the treaty's provisions, it is necessary to understand the implementation of the treaty by the United States and other NATO nuclear powers.

  On February 22, the Russian State Duma (lower house of parliament) and the Russian Federation Council (upper house of parliament) respectively passed bills on Russia's suspension of implementation of the New Strategic Arms Reduction Treaty.

  The "New Strategic Arms Reduction Treaty" was signed by Russia and the United States in Prague on April 8, 2010, and entered into force on February 5, 2011. It is valid for 10 years and can be extended for a maximum of 5 years after expiration.

On February 3, 2021, Russia and the United States exchanged diplomatic notes and completed the relevant internal procedures of the agreement to extend the validity period of the New Strategic Arms Reduction Treaty. The validity period of the treaty was subsequently extended to February 5, 2026.

After the Russian-US "Intermediate-Range Nuclear Forces Treaty" expired in 2019, this treaty became the only arms control treaty between the two countries.

  On the same day, Putin also signed a law on the termination of the European Commission Charter and other 20 legal treaties signed by Russia and the European Commission. The relevant legal documents have been officially announced.

The Russian State Duma passed a bill on February 16 to terminate the effectiveness of 21 legal treaties including the Council of Europe Charter in Russia, and the Russian Federation Council passed the bill on February 22.
