  Dai Bing said, first of all, Somalia's political process is facing enormous challenges.

China calls on all parties to proceed from the long-term interests of the country and the people, resolve differences through dialogue and consultation, and create conditions for Somalia's political transition.

Second, terrorist attacks seriously threaten public security and regional stability.

History has proved that it is impossible to achieve lasting peace and security in Somalia only by relying on external military force.

In the final analysis, it depends on improving cable security capacity building and earnestly assuming the main responsibility of counter-terrorism and maintaining stability.

Third, Somalia is experiencing a rare drought.

China calls on the international community to increase humanitarian support to Somalia, fulfill its aid commitments, and ensure timely delivery of humanitarian funds.

At the same time, the Somali government should make more efforts to reduce bureaucratic restrictions on humanitarian work, improve humanitarian access, and provide a strong guarantee for meeting the security and development needs of the Somali people.

  Dai Bing said that recently, the United Nations report pointed out that anti-terrorism operations in Somalia may have a negative impact on the humanitarian situation, especially issues such as forced conscription, indiscriminate attacks, and destruction of infrastructure should be given great attention.

China calls on relevant military operations to pay attention to the protection of civilians, especially vulnerable groups such as women and children, and strive to eliminate negative impacts.
