  Dai Bing said that the Central African Republic is in a critical period of transition from peacekeeping to peacebuilding, and the international community should increase support to help the Central African Republic achieve long-term stability.

  First, fully implement the peace agreement.

The government of the Central African Republic held a ceremony to disarm four armed groups late last year, an important step in the peace process.

China calls on other armed groups to participate in the political dialogue and disarmament process as soon as possible.

The local elections to be held within this year are of great significance to the consolidation of the peace process, and the international community should provide support to ensure the smooth holding of the elections.

Issues such as constitutional reform are the internal affairs of the Central African Republic. The international community should respect the country's sovereignty and leadership, and support the country in pursuing a development path that suits its own national conditions.

  Second, curb the threat of armed groups.

China supports the government of the Central African Republic in safeguarding national security in accordance with the law, and calls on relevant parties to cease fire and violence.

The international community should focus on supporting the Central African Republic in implementing its national defense policy, establishing a professional, efficient and powerful security department, and responding to new security threats such as improvised explosive devices.

Security Council sanctions still have an impact on the security capabilities of the Central African Republic and should be fully lifted.

  Third, support the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA) to play a greater role.

China supports MINUSCA in making more efforts in countering the threat of armed groups, promoting the peace process, and organizing local elections.

  Fourth, support the development and reconstruction of the Central African Republic.

At present, the humanitarian situation in the Central African Republic is very severe, with serious problems such as food security and energy shortages. Half of the country's population needs humanitarian assistance.

The international community should increase humanitarian assistance.

Major donor countries should resume aid without strings attached as soon as possible.

China is willing to continue to work with the international community to provide more support for the peace, stability and economic and social development of the Central African Republic.
