There are many questions about responsibility and truth regarding the record-expensive bathhouse construction in Kiruna.

The planned budget was SEK 550 million, but it has slipped to SEK 880 million.

Disagree about responsibility

Now Mille Örnmark, CEO of We Group and project manager for the new Kiruna bathhouse, speaks about their responsibilities as general consultant.

According to him, they have no responsibility for the cost increases.

- I have no responsibility for the cost development as such because it is not our responsibility.

The municipality is the contract holder, but on the other hand we monitor the agreements, says Mille Örnmark.

The municipality's strategist, Lennart Andersson, is of a different opinion.

- We believe that We Group has a great responsibility according to the consulting agreement for the progress and coordination of this project, he says.

The consultant's commitments

Mille Örnmark says that We Group has three roles in the bathhouse construction:

  • General consultant for the entire design as the sole counterparty for the municipality's design.

  • Assist the municipality with procurement and documentation.

  • Project management during the ongoing construction to the finished bathhouse.

"Kiruna can't be that special"

The question everyone is asking now is: who is responsible for why Kiruna's new bathhouse costs almost twice as much as planned?

And according to Mille Örnmark, it is Kiruna municipality that has it according to the Building and Planning Act.

He says that it is the municipality that is ultimately responsible as the developer and does not understand why Kiruna's bathhouse is more expensive than other bathhouse construction in Sweden.

- It is twice the cost of the same bath in the rest of Sweden.

Kiruna can't be that special, says Örnmark.
