Kyiv is preparing a large-scale provocation, the purpose of which is to accuse Russia of violating obligations under the Convention on Nuclear Safety.

This is stated in the message of the interdepartmental coordination headquarters for humanitarian response:

“The Kiev regime, with the support of the United States and European countries, is completing the preparation of a large-scale information provocation (“great event”) to accuse the Russian Federation before the start of the 11th emergency special session of the UN General Assembly on February 22 in an alleged “gross violation” of the obligations of the Convention on Nuclear Safety during the special military operation.

It is noted that Ukraine plans to provide “strong evidence” that allegedly confirms that “as a result of the actions of Russian military personnel at the Chernobyl nuclear power plant and in the exclusion zone in February-April 2022, “radioactive contamination of significant territories of Ukraine” occurred.”

 “The main goal of the large-scale provocation of the Kiev regime is to create a negative background and exert political pressure on the leadership of countries that do not support Western sanctions against Russia in order to ensure their “correct” vote at the UN in support of the Kiev “peace formula”, as well as regular initiatives for illegal confiscation Russian assets abroad to “support Ukraine” and create some kind of “international tribunal,” the Russian Defense Ministry noted.

The military department stressed that the preparations for the provocation began at the end of January.

Then an official request was sent to the European Coordination Center for Response to Disasters and Catastrophes by the Kyiv regime.

Kyiv announced the need to supply 66 thousand sets of special protective clothing, 20 million civilian gas masks, as well as chemical reconnaissance devices, dosimeters and a wide range of antidotes, the Defense Ministry noted.

Norwegian specialists in radiation and nuclear safety are involved in the preparation of an "independent opinion" on the "effect of radiation" on the population of the north and north-west of the Kyiv region.

In particular, Norwegian experts conducted a "survey" of the area in areas adjacent to the Kyiv-Pripyat highway, as well as in the settlements of Bucha, Gostomel and Irpen.

There, specialists from Norway, together with representatives of the Ukrainian special services, “drawn up falsified protocols allegedly of the presence of radioactive contamination in these territories.”

“Evidence of the theft” of materials, chemical solutions and radiation-contaminated equipment of the Chernobyl nuclear power plant is being prepared, as well as the removal by troops of “items containing dangerous radionuclides” outside the exclusion zone.

The Ministry of Defense emphasized that the "evidence" was obtained on the basis of fabricated surveys of the personnel of the nuclear power plant, as well as information from representatives of local governments, who allegedly recorded "a surge in appeals from the population with signs of radiation damage."

In addition, Kyiv plans to use fake medical records as evidence.

Funding was also allocated for the creation of publications in the media and a website for the dissemination of fabricated materials.

At the same time, the Western media were instructed to “ignore under any pretexts” the fact of the refutation of the Ukrainian side’s statements about a failure in the cooling system of the Chernobyl nuclear power plant and a radiation leak, which were made in March 2022.

On January 18, an IAEA mission began work at the Chernobyl nuclear power plant.

“Our specialists will remain at all Ukrainian nuclear power plants to provide vital assistance in the field of nuclear safety and protection,” said Rafael Grossi, director general of the agency.

Multiple IAEA visits to the Chernobyl nuclear power plant have confirmed that the radiation background at the station and in its surrounding areas is normal, without deviations.

Relevant conclusions are contained in the IAEA report on the situation at Ukrainian nuclear power plants, recalled at the headquarters for humanitarian response.

Earlier, Kyiv also tried to shift responsibility for the situation at the Zaporozhye nuclear power plant, which is being shelled by the Armed Forces of Ukraine.

The strikes on the power plant located in the city of Energodar, which has been under the control of Russian troops since March 2022, did not disrupt the operation of the reactors, however, auxiliary supply systems and power distribution infrastructure were damaged.

To control the situation on the territory of the nuclear power plant there are two representatives of the IAEA.

In January, Rosenergoatom announced that all the most significant damage to the critical infrastructure of the Zaporozhye nuclear power plant, which appeared due to Ukrainian shelling, had been eliminated.

“The damage was really colossal ... The amount of work done to date is quite impressive, but there is still work and work to be done until full restoration,” the department said.
