Kari Hannu, head of customs in Tornio says that customs cannot stop traffic due to the Schengen rules.



- They come completely legally from Russia to Norway.

Since Norway allows them to enter with an approved visa, they come to a Schengen area.

Then there is also the possibility of coming over to Finland.

We obviously monitor the shipping of goods from Finland, that is our job, but if the goods make their way via Norway to Russia, it is the job of Norwegian customs to monitor it, says Kari Hannu.

Finland stopped tourist visas

Finland has decided to no longer allow tourist visas for Russians, in addition the EU has established border regulations for goods that may not be brought into Russia, for example goods that cost more than 300 euros.

They are considered luxury goods.

The Finnish Ministry of Foreign Affairs claims that the store has an obligation to refuse the sale of an item if it is clear that the buyer's purpose is to transfer the item to Russia.



The shop owner Jari Kekäle in Neiden says that his shop has already stopped selling tax-free goods to Russian buyers in the spring of 2022, the decision was their own.


- We don't want to support Russia's invasion, that's why we stopped selling.
