China News Agency, Beijing, February 9th (Reporter Guo Chaokai) The Exit-Entry Administration of the People's Republic of China issued an announcement on the 9th stating that in order to facilitate the talents in the Guangdong-Hong Kong-Macao Greater Bay Area to engage in scientific research and academic exchanges, and to promote and serve the construction and development of the Guangdong-Hong Kong-Macao Greater Bay Area, Starting from February 20, 2023, the pilot implementation of the endorsement policy for talents traveling to and from Hong Kong and Macau will be implemented in mainland cities in the Guangdong-Hong Kong-Macao Greater Bay Area.
According to the policy, six types of mainland talents working in the Guangdong-Hong Kong-Macao Greater Bay Area can apply for visas for talents traveling to and from Hong Kong and Macao, including: outstanding talents, that is, top talents who have made significant contributions to the construction and development of the Bay Area or are urgently needed by the Bay Area; scientific research talents, namely Personnel with associate senior titles or above in scientific research institutions in the Bay Area; cultural and educational talents, that is, persons with associate senior titles or above in institutions of higher learning in the Bay Area; Mainland arbitrators participating in legal arbitration procedures in Hong Kong and Macau, mainland mediators handling investment disputes between the Mainland and Hong Kong, and the Mainland and Macau, etc.; other talents, that is, high-level management and professional technical personnel recognized by the competent departments of science and technology in the Bay Area.
The above-mentioned 6 types of talents can apply for Hong Kong Talent Endorsement and Macao Talent Endorsement individually or simultaneously according to actual needs.
Among them, outstanding talents can apply for a talent endorsement valid for 5 years, talents in scientific research, culture, education, and health care can apply for a talent endorsement valid for 3 years, and talents in law and other categories can apply for a talent endorsement valid for 1 year.
During the validity period of the endorsement, the holder can travel to and from Hong Kong or Macau unlimited times, and stay in Hong Kong or Macau for no more than 30 days each time.
Outstanding talents can apply in person to the exit-entry administration of any public security organ above the county level in the Guangdong-Hong Kong-Macao Greater Bay Area, and for the other five categories of talents, they should apply in person to the exit-entry administration of the public security organ above the county level where they work.
The relevant person in charge of the Exit-Entry Administration of the People's Republic of China stated that the pilot implementation of the endorsement policy for talents traveling to and from Hong Kong and Macau in the Guangdong-Hong Kong-Macao Greater Bay Area is an entry-exit policy that serves to promote high-level opening up, promote the long-term prosperity and stability of Hong Kong and Macau, and deepen exchanges and cooperation between the Mainland and Hong Kong and Macau innovative initiatives.
The implementation of the policy will effectively promote the convenient, efficient and orderly flow of talents, technologies and other elements in the Bay Area, better meet the new needs and expectations of exchanges between talents in the Bay Area, and inject new vitality and momentum into the economic and social development of the Mainland, Hong Kong and Macao.
