Toward the realization of a decarbonized society, the government has decided to consider legal development to enable the installation of offshore wind power generation facilities in Japan's EEZ (Exclusive Economic Zone).

In order to achieve the goal of reducing greenhouse gas emissions to virtually zero by 2050, the government has positioned offshore wind power generation as one of the main power sources of the future and would like to promote its introduction. It has been pointed out that there are not many places where sufficient wind power can be obtained only within Japanese territory and territorial waters, and that there is a limit.

For this reason, the government plans to revise laws and enact new laws in line with international treaties in order to allow offshore wind power generation facilities to be installed in Japan's EEZ (exclusive economic zone).

According to the Cabinet Office, as the response to climate change has become a global issue, the installation of offshore wind power generation facilities in the EEZ is spreading in European countries such as the United Kingdom and the Netherlands.

The government will refer to these precedents and proceed with the study while considering the impact on the environment and relations with neighboring countries.
