  The notice pointed out that in order to provide greater convenience for people from the Mainland, Hong Kong and Macao, according to the "Notice on Printing and Distributing the Overall Plan for the Implementation of "Class B and B Management" for Novel Coronavirus Infection" (Joint Prevention and Control Mechanism Zongfa [2022] No. 144) Spirit, decided to further optimize the measures for personnel exchanges between the Mainland and Hong Kong and Macao, which will be implemented from 0:00 on February 6, 2023.

  With regard to the comprehensive resumption of personnel exchanges between the mainland and Hong Kong and Macao, the notice stated that the appointment clearance arrangements for entry and exit via Guangdong-Hong Kong land ports will be cancelled, and there will be no quota for customs clearance personnel.

Resume group tours between mainland residents and Hong Kong and Macau.

  People who enter Hong Kong and Macau, if they have no history of residence in foreign countries or other overseas regions within 7 days, do not need to enter the country with a negative result of nucleic acid test for new coronavirus infection; The government checks the negative certificate of the nucleic acid test for the new coronavirus infection 48 hours before the trip, and those who are negative are allowed to enter the mainland (infants and children under the age of 3 are exempted from the nucleic acid test).

The cross-border passenger transport unit will inform passengers of the above nucleic acid testing requirements when selling tickets.

  In terms of entry quarantine, the notice requires that persons arriving from Hong Kong and Macao should complete the necessary customs clearance procedures with the customs health declaration code upon arrival at the port.

Those who have a normal health declaration and no abnormality in the routine quarantine at the customs port can be released to enter the society.

Those with abnormal health declarations or symptoms such as fever will be tested by the customs.

If the test result is positive, after entering the country, they should be quarantined at home or in residence or seek medical treatment as required.

If the result is negative, the customs will implement routine quarantine in accordance with the "Frontier Health and Quarantine Law of the People's Republic of China" and other laws and regulations.

After entering the country, abide by the local epidemic prevention and control requirements.

  The notice emphasizes that in order to ensure the safety, order, and smoothness of personnel clearance and cross-border passenger transport, and further improve the experience of personnel exchanges, the port inspection department and cross-border passenger transport units should strengthen organization, coordination and dynamic scheduling, so that the mainland bordering Hong Kong and Macao ports should open As far as possible, customs clearance facilitation measures should be fully implemented, and the passenger transport capacity of the mainland, Hong Kong and Macao cross-border direct roads and passenger transport by rail, water, and air should be fully utilized.
