From February 1, there will be an indexation of social payments by 11.9%.

The increase will affect more than 40 social support measures for the population, including a monthly allowance for child care, monthly payments to disabled people, veterans and Chernobyl victims, and a monthly insurance payment.

In particular, the amount of maternity capital for the first child after indexation will be almost 587 thousand rubles, for the second - 775.6 thousand rubles.

According to the Ministry of Finance, the cost of indexation will amount to 152.4 billion rubles.

From February 1, administrative liability is introduced for failure by a telecom operator that has an autonomous system number to comply with the requirements for ensuring the stable functioning of communication facilities.

Earlier, the State Duma noted that the amount of fines varies from 20 thousand rubles to 700 thousand rubles, depending on the composition of the offense.

At the same time, for the repeated commission of an administrative offense, the fine for legal entities will be from 600 thousand rubles to 1 million rubles.

Retaliation to the Western Energy Price Ceiling

From February 1, retaliatory measures come into force in connection with the “unfriendly and contrary to international law actions” of the United States and countries that have joined them to introduce a ceiling on prices for Russian oil.

As part of the law signed by the President of Russia at the end of December 2022, a ban is introduced on the supply of Russian oil to foreign legal entities and individuals, if the contracts for these supplies directly or indirectly provide for the use of a price cap mechanism.

“This ban applies to any transactions with Russian oil, up to the end consumer, which includes, among other things, the refusal to work with traders who do not comply with this rule of the decree,” the Ministry of Energy of the Russian Federation explained.

Recall that in early December, the G7 states (USA, Canada, France, Germany, Italy, Japan, Great Britain), other EU countries and Australia banned their companies from insuring and transporting Russian oil by sea to third countries at a price higher than $60 per barrel.

From February 5, 2023, the relevant restrictions should also apply to petroleum products.

The activities of the state security agencies

On February 3, a law concerning the activities of five law enforcement agencies - the FSB, the SVR, the FSO, the Ministry of Defense and the Ministry of Internal Affairs - comes into force.

Their work will no longer be considered the provision of state and municipal services, which will further protect information about the tactics and methods of work of these bodies.

Since February 3, state hunting inspectors in the performance of their duties have the right to use physical force and weapons to detain poachers.

Also, according to changes in the legislation, inspectors will be able to carry out constant raids in order to identify violations and carry out preventive work.

We are talking about their presence at control points, as well as about moving around a certain territory in order to prevent violations.

Housing issue

From February 4, the authorities of the Russian regions will be able to transfer to other people on the waiting list housing intended for those discharged from military service, but not needed by them.

Among the categories eligible for transfer are combat veterans in need of better housing, the disabled and families with disabled children.

Admission to universities of children of SVO participants

By February 20, the procedure for admission to study in undergraduate and specialist programs should be brought into line with the law on the quota for children of NWO participants.

A quota of 10% is provided for the priority admission to universities of children of military personnel who were injured, maimed and shell-shocked in the combat zone.

A similar quota of 10% is also being introduced, according to which the heroes of the Russian Federation and persons awarded three Orders of Courage will be able to enter universities without entrance examinations.
