In recent years, with the accelerated flow of rural labor to cities, the number of left-behind children, women and the elderly in rural areas is huge. Their ability to receive compulsory education, develop production, become rich and start businesses, and self-protection is still relatively weak. The social security of rural left-behind groups The demand is getting higher and higher.

  Since the 18th National Congress of the Communist Party of China, the Party Central Committee with Comrade Xi Jinping as the core has adhered to the people-centered development idea, and placed the construction of the social security system in a more prominent position. All localities have insisted on adapting measures to local conditions and implementing precise policies. A lot of work has been done in terms of social security, social assistance, and emotional care.

Over the past ten years, the coverage of basic people's livelihood security in my country has continued to expand. The Ministry of Civil Affairs has included de facto unsupported children in the scope of government protection, established a care service system for the elderly, women, and children left behind in rural areas, and established a minor protection work system. Up to now, 55,000 child supervisors and 667,000 child directors have been deployed across the country. They have provided caring services for local children on a regular basis. In terms of improving the welfare of the elderly, old-age allowances for the elderly, service subsidies for the elderly in financial difficulties, disability The elderly care subsidy system has achieved full coverage at the provincial level.

At the same time, we have strengthened the basic security for the elderly in need. 14.2 million elderly people have been included in the urban and rural subsistence allowances, and 3.717 million elderly people have been included in the special poverty support.

In the new journey, we must implement the people-centered development idea, continuously improve the basic pension insurance system, basic medical insurance, and serious illness insurance system for urban and rural residents, improve the minimum living security system, and improve the social security system for rural left-behind groups.
