At the same time, the mobilization against the text is not weakening, with another major day of mobilization on Tuesday.

To appease the anger, the government said it was ready to "enrich" the text in Parliament.

But Elisabeth Borne warned: the postponement of the starting age to 64 "is no longer negotiable", considering it "necessary" for the balance of the system.

What cartridges are there then in the government to convince the French - or at least, find a majority in the Assembly?



Amendments on women… challenged

The elected representatives of the majority note several points likely to be improved, in particular those which have undermined the communication of the government.

“Our priority is to leave no one behind.

And if we gave the impression that women would be penalized more, which is not the case, this point must be improved, in particular on the trimesters linked to maternity, ”assures Pieyre-Alexandre Anglade, Renaissance deputy and president. of the European Affairs Committee.

By the very admission of Minister Franck Riester, who is in charge of relations with Parliament, women would thus be "slightly penalized" by the text, which would force them to postpone their retirement by seven months on average, against five for men.

Deputies of the majority have therefore tabled amendments to counter this effect, by lowering the starting age for mothers or by playing on the age of the discount to 67 years.

But these amendments were deemed "inadmissible" under Article 40 of the Constitution, because parliamentarians do not have the ability to increase public spending.

“The amendments jumped and we suspected it, alas…”, breathes a deputy of the majority.

“We hope that the government will take up these ideas in public session on the basis of our proposals”.

“Our room for maneuver is reduced”

The executive could also have some leeway on better taking into account long careers, demanded by the right.

“Rebellious” elected LRs are asking in particular for everyone to leave at full rate after 43 years of contribution, while as it stands, those who started between the ages of 18 and 20 should work 44 annual installments to reach 64 years of age.

“To find a majority, you have to be able to evolve.

The debate will allow us to see the points on which we can let go a little”, recognizes Pieyre-Alexandre Anglade.

But he warns: “this measure is quite expensive, and the Prime Minister recalled that the balance of the system is the basis of the reform”.

Another theme put forward by the majority: the employment of seniors.

For the moment, only an index to better understand “the place of employees at the end of their career” in companies with more than 300 employees is planned.

But some ministers and MPs are pushing for a more “coercive” system.
