He recalled that earlier Russian President Vladimir Putin, at a meeting of the Council for Strategic Development and National Projects, instructed the relevant ministries and departments to launch new robotics and unmanned aerial vehicles (UAV) programs.

In addition, according to Kuja, UAVs are used in many areas of the economy: in industry, agriculture, and the transport and logistics complex.

“However, a significant constraint for the qualitative development of this area is excessive legislative regulation of the use of UAVs.

The existing order has built unmanned flights into the overall system of "large aviation," the specialist explained.

Without simplifying the regulatory procedure for UAVs in the commercial sector, it is not possible to achieve the goals set by the President of Russia for the breakthrough development of the sphere, Kudzh added.

According to RTU MIREA, in particular, it is necessary to supplement the Air Code with a section on the Procedure for the use of unmanned aerial vehicles in the commercial sector of the Russian economy on the principle of reserving the flight zone.

In addition, the existing rule on the mandatory presence of a crew should be excluded, since the use of UAVs provides for an automatic flight control system.

It should also be possible to obtain long-term permits for training flights for accredited educational institutions that train operators of unmanned aerial vehicles and specialists in related professions.

“The adoption of this initiative will significantly reduce the restrictions imposed on the Russian business in the field of robotics and process automation, improve the quality of training of qualified UAV operators and increase the demand for the use of UAVs in the commercial sector and, as a result, will stimulate the development of the domestic industry for the development and creation of drones,” — stated in the text of the appeal.
