The Russian Ministry of Defense accused Ukraine of targeting a hospital in Luhansk with missiles, and said that 14 people were killed and 24 staff and patients were wounded, after a US "HIMARS" missile launcher bombed the hospital in Novoydar.

In addition, Kremlin spokesman Dmitry Peskov told the official RIA Novosti news agency that Russian President Vladimir Putin is ready to hold contacts with German Chancellor Olaf Scholz, after Germany announced last week that it would send 14 Leopard 2 tanks to Kyiv. It will also agree to send shipments of these tanks to allied European countries. This announcement angered the Kremlin, and was followed shortly by the United States' pledge to provide M1 Abrams tanks to Kyiv.

"There are no agreed talks with Schulz," the agency quoted the spokesman as saying.

For his part, the German chancellor confirmed that Berlin would not take part in the war in Ukraine, despite large-scale arms supplies from Germany.

"It's a war between Russia and Ukraine," Scholz said.

The German chancellor confirmed that his country would do everything so that the matter does not lead to an escalation that leads to war between Russia and the countries of the North Atlantic Treaty Organization (NATO).

The last time Putin and Scholz spoke by phone was in early December, and Putin said at the time that the German and Western position on Ukraine was "devastating" and called on Berlin to rethink its approach.
