Ryabkov: Russia urges to avoid open nuclear confrontation in Northeast Asia

“Russia is ready for dialogue and open to constructive contacts with all interested parties,” the diplomat added.

Earlier, Sergei Ryabkov said that Russia would not forcibly keep the United States in the New START Treaty.

He also called US arms control the reason for the degradation in relations with Russia.
