The meeting emphasized that in 2023, the work of education and education for the disabled should focus on making up for shortcomings, strengths and weaknesses, strengthening the foundation, and promoting advantages, and focus on 12 key tasks in three aspects.

Third, we must thoroughly implement the "14th Five-Year Plan" Special Education Development and Improvement Action Plan, promote special education to further improve the guarantee mechanism, improve quality, and develop inclusively.
The focus is to consolidate and improve the popularization of compulsory education, accelerate the development of special education in the non-compulsory education stage, strengthen the promotion and application of national common sign language and national common Braille, and actively carry out education assistance for the disabled.
