Zhang Jun, China's permanent representative to the United Nations, emphasized four points at the meeting, that is, the peacebuilding work should adhere to development priority, adhere to the people-centered approach, focus on capacity building, and promote tolerance and unity.

  The theme of the debate that day was "Investing in People to Build Resilience to Complex Challenges".

Amina, Deputy Secretary-General of the United Nations, Muthis, Chairman of the United Nations Peacebuilding Commission, and others made briefings.

Amina said that peace is the core mission of the United Nations, but this mission is seriously threatened, and violent conflicts around the world have reached a new high since World War II.

She also expounded her views on the road to peace, necessary investment, peace building and other issues.

Muthis pointed out that factors such as the new crown epidemic, climate change, and economic recession have changed the nature of conflicts, and the challenges faced by the Peacebuilding Commission have almost doubled in recent years.

  Zhang Jun said in his speech that peacebuilding is an important part of achieving lasting peace, and it is even more important and prominent under the current situation.

China supports the Security Council in conducting in-depth discussions on this issue and making joint efforts with the UN Peacebuilding Commission and various UN agencies.

He also emphasized the following four points:

  First, the peacebuilding work should insist on giving priority to development.

For many countries, development is the fundamental solution to various challenges.

In building peace, we must adhere to the priority of development, focus resources on poverty eradication, guarantee people's livelihood, popularize education, public health and other fields, and support industrialization, agriculture and infrastructure modernization.

Developed countries must earnestly fulfill their commitments on official development assistance and climate financing, and make up for historical debts.

International financial institutions should fulfill their due responsibilities, deeply participate in the peacebuilding work, and form a synergy.

  Second, the peacebuilding work must adhere to the people-centered approach.

The peacekeeping and peacebuilding work of the United Nations should uphold the original intention of the "United Nations Charter", adhere to the people-centered concept, and take safeguarding the interests of the people of all countries, improving people's livelihood and well-being, and supporting people in pursuing a better life as the goal of struggle.

The peacebuilding work of the United Nations should fully respect the sovereignty and leadership of relevant countries, support them in exploring development paths that suit their own national conditions, and especially create favorable conditions and an international environment for the development of all countries.

  Thirdly, in the work of peace building, we must do a good job in capacity building.

Post-conflict countries are in dire straits, and it is difficult to rely on external "blood transfusion" alone. It is necessary to realize the transformation from "blood transfusion" to "blood production". Strengthening capacity building in all aspects is a top priority.

  Fourth, peacebuilding should promote inclusiveness and unity.

It is an important task for post-conflict countries to ensure that all groups and strata of society participate in state governance on an equal basis and realize that the people are the masters of the country.

For many developing countries with internal conflicts, while respecting diversity and inclusiveness, all parties must transcend ethnic and partisan differences to jointly maintain long-term national stability.

External forces should play a constructive role and refrain from arbitrarily interfering in the internal affairs of other countries. Fighting against one faction will only intensify division and confrontation, making the situation more complicated and chaotic.

  Zhang Jun said that China will continue to support the cause of peacebuilding with practical actions and contribute to the realization of lasting peace.
