In the Police Act under Police tasks, you can read this:
Tasks of the police
§ 2 The tasks of the Police Authority include
1. preventing, preventing and detecting criminal activity and other disturbances of public order or security,
This law has been in force since 1984..
Based on this, one can wonder if the Police can even cope with their first task.
