  Judging from Chen Rugui's public information, he was born in September 1962 in Lianjiang, Guangdong, started working in August 1983, and joined the Communist Party of China in October 1992.

He was accused of "illegally borrowing housing from management and clients", "helping relatives adjust their positions in violation of regulations", "engaging in power and money transactions", "cooperating with illegal businessmen, engaging in political and business connections, stealing money behind the scenes" and so on.
