In April 2022, the General Office of the State Council issued the "Opinions on Promoting the Development of Personal Pensions", clarifying that personal pensions are a supplementary pension insurance system supported by government policies, voluntary participation by individuals, and market-oriented operations. After the "Opinions" were issued, the Ministry of Human Resources and Social Security and the Ministry of Finance took the lead, and together with the State Administration of Taxation, the China Banking and Insurance Regulatory Commission, and the China Securities Regulatory Commission, successively formulated and issued supporting policies such as individual pension implementation measures, tax policies, participation in financial institutions, and financial product regulations. A personal pension information management service platform has been built, and it has been connected with the State Administration of Taxation, commercial banks and financial industry platforms that meet the regulations, and a personal pension system and management system have been initially formed.
On November 25 last year, the personal pension system was implemented in 36 leading cities (regions).
