A helicopter crashed near a kindergarten in the kyiv region, announced the Ukrainian presidency, citing "victims" in this accident.

"In the city of Brovary (eastern suburb of kyiv, editor's note), a helicopter crashed near a kindergarten and an apartment building (...) There are victims", indicated the chief Deputy Presidential Administration Kyrylo Tymoshenko on Telegram.

“Ambulances, police and firefighters are working at the scene of the accident,” he added.

Dutch Prime Minister Mark Rutte announced his "intention" to help Ukraine equip itself with the Patriot air defense system during a visit to Washington.

“We intend to partner with what you are doing with Germany on the Patriot project,” he said at the White House during an interview with US President Joe Biden, indicating that he had also exchanged with Chancellor Olaf Scholz "this morning" on the matter.

The Netherlands is equipped with the Patriot system but may only send part of this American-made air defense equipment to kyiv.

"It's not necessarily an entire system," Mark Rutte later told CNN.

"It could also be equipment that is part of the system," he said, also referring to help with "interoperability and training."

Russian Human Rights Commissioner Tatiana Moskalkova has denied discussing prisoner swaps with her Ukrainian counterpart, Dmitro Loubinets, in Turkey last week.

Turkish mediator Seref Malkoc said on Monday that Ukraine handed over a list of 800 names to Russia and the Russian mediator in turn provided a list of 200 names.

"No exchange was mentioned during the negotiations in which I took part in Ankara with the Ukrainian mediator Dmitro Loubinets, and I underlined that this question fell within the competence of the Russian Minister of Defense", indicated Tatiana Moskalkova on Telegram.

"Furthermore, it seems to me that such an unequal exchange cannot be considered fair."
