Lead] A helicopter crashed on the outskirts of Ukraine's capital, Kyiv, killing 18 people, including Ukraine's Interior Minister and Deputy Minister, on board.

It is not yet known what caused the accident and whether it was related to Russia.

A residential area in Brovary, a city outside Kieu, was engulfed in flames.



Local time Today (18th) morning, a helicopter belonging to the State Emergency Department of Ukraine crashed into a building near a kindergarten in a residential area.



In the crash, 18 people were killed, including the Minister of Internal Affairs and Deputy Minister of Ukraine, 9 people in the helicopter and 9 residents near the crash site.



Three of the dead were children, and civilians, especially children, suffered great damage as the crash site was near a residential kindergarten.



29 people were injured, including 15 children.



It is known that at the time of the accident, the helicopter was en route to a battleground with Russia.



The BBC said Ukrainian government helicopters usually fly at low altitudes to avoid Russian missile attacks, but this morning the fog was very thick.



Ukrainian authorities immediately launched an investigation.



A kindergarten teacher who was at the scene at the time of the accident said she heard a loud flash followed by an explosion.



Russia has not responded to the incident.



Ukrainian authorities did not say whether there was a Russian attack at the time of the accident, but said it would take more time to determine the cause of the accident.
