The General Directorate of Civil Defense in Dubai revealed, through its stand at the Intersec Security and Safety Exhibition, the details of the “Civil Defense Readiness” system, the first of its kind in the world, using Big Data technology to fight fires proactively, by analyzing the causes of fires during the last five years. Yesterday, His Highness inaugurated the activities of the 24th session of the Security and Safety Trade Exhibition and Conference (Intersec) 2023, which brings together thousands of industry experts at the Dubai World Trade Center, with a wide international participation of more than 1,000 exhibitors from 55 different countries, including 10 international pavilions from all over the world. the scientist.

The Director General of Dubai Civil Defense, Lieutenant General Rashid Thani Al Matroushi, said that the system includes an "avatar" or a virtual civil defense officer, who addresses the target groups in the emirate, and can currently send his messages in 20 different languages, and work is underway to program messages in the languages ​​of all nationalities in Dubai. .

He added that the program was developed by a team from Dubai Civil Defense, under the supervision of Project Manager Captain Issa Ahmed Al Mutawa, Director of the Control Department, and represents a major leap in the field of proactive firefighting by eliminating its causes.

He pointed out that the program received tangible international appreciation, in light of its great effectiveness, and its role in reducing accident indicators, enhancing the protection of lives and property, and thus increasing the sense of safety index.

For his part, the project manager, Captain Issa Al-Mutawa, said that the system is huge data in itself, collected in cooperation with government institutions related to civil defense, in addition to the data and statistics available to the department during the last five years.

He added that the system relies on artificial intelligence in analyzing the causes of fires, and the extent to which they are related to nationality or occasion, time and place, and this is sufficient to form a complete picture of the fire before it occurs.

He pointed out that the second step provided by the system is to address the target nationality with awareness, in an innovative and unconventional way, that contributes to consolidating the message to them, and enhancing their ability to be the first responder in the event of a fire.

He explained that the General Directorate of Civil Defense has actually contracted with the Communications Corporation to send five million text messages, including the awareness link, over a period of two years, pointing out that once the message is opened, the targeted person will find a link that he will press, to show him a virtual “avatar” officer who addresses him in his own language, so he welcomes him. first by his name, and he explains to him the wrong behavior that led to a fire, at the same time before, and how he can avoid repeating it, and also guides him on how to combat the first spark, and eliminate the fire in the cradle.

Al-Mutawa stated that the first package of these messages targets the owners of winter camps, in light of their being the most vulnerable group to accidents at the present time related to camping activities.

And he continued that Dubai, by virtue of being a global city, targets the most important occasions and various holidays, and there are accidents related to these occasions, and then the system realizes this thanks to artificial intelligence, and targets the people of the community that celebrates a holiday, and explains to them the causes of fires in recent years, and ways to avoid them and deal with them.

Al-Mutawa told Emirates Today: “In the past, when we relied on the human element, we used to make double efforts, and when our messages reached 10,000 people, we were very happy, and now thanks to this system, we reach a million people with the click of a button, not Only this, but rather we address him in his language, in a manner commensurate with his culture and nationality, and the behaviors that he must avoid, in a way that enhances his safety and provides him with a safe life in Dubai.

He pointed out that there is an agreement with the Mohammed bin Rashid Space Establishment aimed at how to harness satellites in the service of the smart "Civil Defense Readiness" system, pointing out that its main objectives are to speed up the response time and reduce the accident and death index.
