Under the current criminal law, crimes such as forced sexual intercourse require the use of ``assault or threats,'' but the victim's body stiffens from fear even without ``violence or threats.'' I was asking for a review because of the actual situation.



For this reason, in October last year, a draft revision of the Penal Code was presented at a subcommittee of the Legislative Council. It was supposed to make the other party "difficult to refuse" by the act and have sexual intercourse.



However, regarding the ``difficulty in refusal'' of the draft proposal, many pointed out, ``I feel that the victim is obliged to resist and refuse.''



For this reason, at the subcommittee on the 17th, a partial revision proposal was presented. The requirement is for cases where it is difficult to do so.
