“A Russian missile launched at an infrastructure facility in the city was hit by Ukrainian air defense forces, since the air defense installation was located in a residential area in violation of the norms of international humanitarian law, which you are so proud of,” RIA Novosti quoted Nebenzi as saying.

He noted that the downed rocket would not have fallen on the house if Kyiv had observed the norms of international humanitarian law.

The permanent representative added that there would be no need to strike at the infrastructure if the Ukrainian leadership was ready for negotiations.

Earlier, the mayor of Ukrainian Dnepropetrovsk, Boris Filatov, demanded that the special services check the ex-adviser to the office of the President of Ukraine Oleksiy Arestovich after the official said that the entrance to a residential building in Dnepropetrovsk was destroyed due to the operation of the Ukrainian air defense system.
