As Kalyn noted, the conditions for negotiations will arise when Russia sees that the West, mainly the United States, will take “serious steps” in the context of this geopolitical issue, propose a new security architecture that will protect the West, Europe, Russia, Ukraine and give the Russian side clear guarantees that Ukraine will not join NATO, and Ukraine will receive guarantees of non-aggression.
