Xia Baolong, vice chairman of the National Committee of the Chinese People's Political Consultative Conference and director of the Hong Kong and Macao Affairs Office of the State Council, attended the seminar and delivered a speech.
Xia Baolong said that the enactment and implementation of the Hong Kong National Security Law is an important milestone in the practice and development of "one country, two systems" since Hong Kong's return.
Xia Baolong said that it is necessary to deeply understand the legislative essence and original intention of the Hong Kong National Security Law to ensure that the Hong Kong National Security Law is fully, accurately and fully implemented.
The original intention of the Hong Kong National Security Law is to maintain national security and safeguard "one country, two systems". It targets the issue of "undefense" in maintaining national security in the Hong Kong Special Administrative Region.
The biggest feature of the enforcement mechanism of the Hong Kong National Security Law is the "dual enforcement mechanism" between the central government and the special administrative region.
The central government has granted the special administrative region the power to maintain national security through the Hong Kong National Security Law, which is also the constitutional responsibility and obligation of the special administrative region.
Xia Baolong said that long-term adherence to the good system of "one country, two systems" must fully and accurately implement the Hong Kong National Security Law.
The leadership of the central government and the responsibility of the SAR are complementary and indispensable.
The SAR should take the initiative to revise and improve local laws so that local laws can be organically unified with the Hong Kong National Security Law.
Other functional agencies of the SAR should cooperate with the Chief Executive and the SAR National Security Committee to respect and implement the decisions of the SAR National Security Committee.
Maintaining national security is everyone's responsibility.
Only by building a solid national security barrier can Hong Kong have the confidence and conditions to escort a higher level of opening up to the outside world and the successful practice of "one country, two systems" with a higher level of national security.

The symposium was hosted by the National Hong Kong and Macau Studies Association, and about 300 people, including responsible comrades from relevant departments of the central government, Chief Executive of the Hong Kong Special Administrative Region Li Jiachao, relevant people, experts and scholars from the Mainland, Hong Kong and Macau, attended the seminar.
