This is stated in the list of instructions following the meeting of the Council for the Development of Civil Society and Human Rights, which is published on the Kremlin website.
The corresponding instruction was given to the Presidential Administration together with the Central Election Commission and the Commissioner for Human Rights in Russia.
It was entrusted to submit a report on this issue by July 1, 2023.
