The Board of Directors of the Emirati Cadres Competitiveness Council (NAFES) held its first meeting for the current year, chaired by His Highness Sheikh Mansour bin Zayed Al Nahyan, Deputy Prime Minister and Minister of the Presidential Court, Chairman of the Board of Directors, and in the presence of His Highness Sheikh Abdullah bin Zayed Al Nahyan, Minister of Foreign Affairs and International Cooperation, Deputy Chairman of the Board of Directors, at Qasr Al Watan in Abu Dhabi, where the results of the “Nafes” program regarding qualifying, supporting and enabling citizens to occupy jobs in the private sector were discussed.

The Council announced that the number of jobs that were filled in the private sector, with the support of the “Nafes” program, had achieved results that exceeded expectations during the year 2022, as the rate of increase in the number of national employees working in the private sector reached 70%, with a total of more than 50 thousand citizens. And the number of those joining the private sector since the launch of the Nafes program has reached more than 28,700 citizens.

The number of beneficiaries of the financial support programs provided by “Nafis” reached 32,566 citizens, in addition to 1,300 male and female students within the health sector cadres development program, and 643 trainees within the competencies program.

The number of partners registered on the “Nafes” platform reached 7,017 companies, and 17,481 job vacancies were displayed through the platform, in addition to signing 24 agreements with strategic partners, including six agreements with participating universities within the health sector support program, and four agreements with strategic partners in the sector. Semi-governmental, to pledge to provide more than 11 thousand jobs, through outsourcing companies and suppliers.

During its meeting, the Council reviewed the most important policies and decisions that have been issued since the launch of the Nafes program, which had a significant impact on reaching the final results, the most important of which are: Cabinet decisions regarding determining percentages of Emiratisation targets and imposing contributions on establishments that are not committed to achieving the targeted percentages, and transferring them to a fund » Nafes, the establishment of the Nafes Fund, as well as the decision related to violations and administrative penalties related to the Nafes initiatives and programs, and the decision issued regarding the amendment of some of the terms and conditions of eligibility and benefit from the Nafes programs.

The Council also reviewed the results of applying Emiratization targets in the private sector for the year 2022, which is represented in raising Emiratisation rates by 2% of the skilled jobs in establishments that have 50 employees, as 8,897 companies achieved the required growth rates, while the value of the total administrative contributions applied amounted to Companies that did not comply with the required growth rates amounted to about 400 million dirhams.

The Council reviewed the mechanisms applied by the Ministry of Human Resources and Emiratisation in detecting violations of Emiratisation policies, and the results of the monitoring and compliance system regarding the commitment to Emiratisation in the private sector for the year 2022, as the total number of cases in which it was confirmed that there is a fictitious business relationship, based on the results of the investigation and follow-up system, is 227 cases. An administrative fine was also imposed against the violating establishments, and 109 establishments were transferred to the third category, within the establishment classification system used by the Ministry. Actions are being taken regarding refunds.

During the meeting, the most important studies and strategic plans prepared by the Council during 2022 were reviewed, among the most important results of which are plans for supply and demand for the labor market 2022-2026, and the most attractive sectors in which to focus Emiratisation efforts, in addition to the most important initiatives and policies proposed to work on during 2023, to advance Localization in the private sector faster and more effective.

The Board of Directors also reviewed the most important results of the first phase of the “Compete.. Your Way” campaign, which aims to highlight the most important success stories and change perceptions about the work environment, and the opportunities offered in the private labor market, as more than 101 success stories were shared during 2022, from Through visual, audio and read means of communication and social media platforms.

During its meeting, the UAE National Competitiveness Council approved Emiratisation targets in the private sector for the year 2023, which aim to increase the employment of citizens in the private sector, and encourage and increase the number of citizens participating in initiatives and programs, in a way that directly contributes to increasing employment, in light of the commitment of the target companies to achieve The target localization percentage for the year 2023.

The Board of Directors also approved the launch of the “Nafes Youth Council”, under the supervision and sponsorship of the Emirati Cadres Competitiveness Council, with the aim of creating a platform for continuous communication with the youth group in the private sector, and for young people to be able to contribute to supporting the “Nafes” program, by participating in initiatives and panel discussions. Sharing success stories and achievements in the private sector, with the aim of changing concepts, benefiting from their competencies, experiences and creative ideas in preparing, designing and directing new projects, initiatives and programmes, identifying the challenges facing young people working in the private sector, and proposing appropriate solutions and programs in this regard.

The Board of Directors also approved the new operating model for the Emirati Competitiveness Council, to enable the Council to play its required role for the next stage, and to continue to follow up on the performance of the implementation of Nafes programs, in addition to its strategic role in preparing and following up policies, regulations, partnerships, strategic studies and reports related to the work of citizens in the private sector, and campaigns Changing concepts.

Ghannam Al Mazrouei, Secretary-General of the UAE Competitiveness Council, indicated that the Council seeks to translate the leadership's directives, through the ultimate goal of qualifying, training and employing citizens in the private sector, and urging companies to offer their jobs through the Nafes platform.

He affirmed the Board of Directors' satisfaction with the results achieved so far, pointing out that the Board seeks to achieve more results and achievements, in cooperation with strategic partners, as well as the cooperation and understanding of companies in the private sector, which had a role in the achievements.

He pointed out that the "Nafes Youth Council", which the Board of Directors announced its launch, will be an opportunity to hear the youth's opinion on "Nafes" programs and initiatives, receive their suggestions and find out about any obstacles they may face.

He said that the Council will intensify its efforts during the coming period to prepare and develop policies, plans and strategic studies, in addition to following up the progress of implementing Nafes programs, the pace of employment of citizens, and giving them the opportunity to work in jobs that are compatible with their capabilities and qualifications, and are able to meet future requirements, in line with the next stage, and what is needed.
