• Tajo-Segura The Government offers Puig a commission while insisting on cutting the transfer "to defend the interest of the country, not of a community"

  • Transfer Ximo Puig challenges the Government and requests a hearing from the Council of State to save the Tagus-Segura

  • Teresa Ribera Consumes the cut of the Tajo-Segura after annulling the agreement with Puig and leaves the irrigators without the subsidy for desalinated water

The

Region of Murcia

has taken a step forward to try to save the

Tajo-Segura

transfer by presenting a battery of allegations to the

Council of State

with the intention of reporting unfavorably to the Royal Decree project that approves the revision of the hydrological plans, especially that of Tajo and Segura.

The Executive of

Fernando López Miras

has advanced a few days to that of

Ximo Puig

, who plans to present them next Monday.

Both governments share the arguments, another thing is that their strategy to defend them coincides.

In fact, yesterday the Murcian president challenged Puig to become allies with the decision of the Government of

Pedro Sánchez

to cut the transfer due to "political, ideological and electoralist" criteria.

López Miras reminded the head of the Consell that, to the "neighboring and brother" territories, and as the province of Alicante suffers the same grievances, they should

"create a common front from good sense and moderation"

to fight against a decision "that supposes a real outrage for the agricultural sector, which contributes 3,000 million to the national GDP ».

Puig, until now, had fled from any common front with Murcia or Almería, from the 'water war', and went so far as to describe

the meeting held in April 2021 by the presidents of Andalusia and Murcia as a

"coven"

to make cause common against Teresa Ribera's plans for the transfer.

The president of the Alicante Provincial Council and popular candidate for the presidency of the Generalitat,

Carlos Mazón

, never hesitated to join this front .

"Water cannot be a reason for confrontation or confrontation," Puig said at the time, an argument he maintains but has been forced to increase his forcefulness against the government's plan after the Ministry modified the pact it reached with him and the Murcian socialists. that the increase in flows would be reviewed in 2025. "The agreements are to be fulfilled," insists the Valencian socialist.

Puig will not be able to stay in those words.

On the 11th, the irrigators, through the

Círculo del Agua

, have called a demonstration in Madrid in front of the Ministry, to which they have requested the assistance of all civil society and the political class.

Agricultural cooperatives, irrigation communities, unions and even the Valencian Business Confederation (

CEV

) support it.

López Miras has confirmed his presence that day in the capital "as a representative of a million and a half Murcians, as I did in 2017 when the Popular Party was in the Government of Spain."

However, he does not know if he will be accompanied by

Juan Manuel Moreno

and Ximo Puig.

None so far has attended the calls for demonstrations by the irrigators.

Flawed and incompatible

While the farmers defend their right to water from the transfer in the street, the regional administrations present their allegations.

The Generalitat will ask the

State Council

to maintain the draft of the decree as it was approved -with the abstention of the Valencian Community- in the

Water Council

and that the planned cut of around 40% be reviewed in 2025 based on the ecological evolution of the Tagus.

The Region of Murcia, which voted against then, goes further.

Among their arguments is that this Royal Decree that authorizes the revision of basin plans contains formal "defects" in its processing, modifies aspects included in the

Water Law

, a higher-ranking regulation, and is "incompatible" with the plan that, in that same decree, is intended to be approved for the

Segura

basin , where there are no compensatory measures to alleviate the decrease in transferred water.

"We are going to do everything possible to prevent the Sánchez government from fulfilling its intention to close the transfer yes or yes," López Miras sentenced before assuring that if

Núñez Feijóo

governs there will be no cut in water resources.

Ribera does not give in

Despite the appeals before the Council of State, the Ministry of Ecological Transition does not give in.

It relies on the Supreme Court ruling that obliges it to set

ecological flows

, without setting the amount, and ensures that the decrease in transferred water will be compensated with desalination due to the investments that will be made in the Segura basin.

In fact, Ribera offered Puig that the monitoring committee for these investments meet in Valencia before the end of the month.

What they are very clear about is that there will be no review of ecological flows.

It is the way to compensate for its non-existence in previous planning, and they assure that the ninth provision that Puig defends was not the result of an agreement but a contribution in the same Water Council that did not elicit an agreement between the representatives of the Tagus and of Safe.

That is why the Ministry, according to its version, chose to send the previous draft to the Council of State.

This means that, in no case, the flows may be modified before 2027.

Castilla-La Mancha, confident

The Government of

Castilla-La Mancha

is not concerned about the pressures from Murcia and the Valencian Community.

«The Tagus cannot be abused anymore, Castilla-La Mancha cannot be abused anymore, and one can no longer think that this is a land of passage through which water must only pass to have its final objective in other lands» said his spokeswoman,

Blanca Fernández

.

He recalled that the García-Page

Executive

has put dozens of resources into these transfers, which "most have not been taken into account" because, as he pointed out, "although they did not respect the rights of Castilla-La Mancha in our view to develop around their water, they did respect a legality that was questionable, but that was legality».

They understand that this situation has changed due to the Supreme Court rulings and the obligation to establish ecological flows.

His government has shown "

generosity" by "agreeing with the Government of Spain"

a transitional period for Levante to look for alternatives, "because Castilla-La Mancha does not want the countryside to go badly."

In addition, Fernández has questioned the regional president of the PP,

Paco Núñez

, about the "insults" that García-Page is receiving "for having defended the general interest of our land."

"He is silent in front of the leaders of his party, who are betting on water for Murcia or water for Levante, and he does not protest against those who insult the president."
