At present, more than 4,000 licensing projects have been completed, and the pilot project of patent open licensing has started smoothly and is running efficiently.

Zhao Meisheng introduced that patent open licensing is a new system created in the fourth revision of my country's Patent Law. It is a simple and fast "one-to-many" licensing method, which helps to promote the connection between supply and demand, improve negotiation efficiency, and reduce institutional transactions. The cost has been widely concerned by all parties. "In 2022, the State Intellectual Property Office, together with the Ministry of Education, the Ministry of Industry and Information Technology and other national ministries and commissions, will issue policies and measures to include open licensing of patents into the key tasks of the 'Thousands of Schools and Thousands of Enterprises' collaborative innovation partnership action." , to encourage and support the open licensing of patents by universities and institutes to small and medium-sized enterprises, and to work with the Ministry of Finance and the Development and Reform Commission to study and formulate a policy for reducing patent annual fees during the implementation of open licensing, so as to better encourage patentees to actively participate.”

According to the latest "2022 China Patent Survey Report" released by the State Intellectual Property Office, the open licensing system has been valued by patentees. The effective invention patent licensing rate in China is 12.1%, an increase of 1.7 percentage points from the previous year, and has continued to rise in the past five years.

According to the survey on patent open licensing, 48.3% of patentees are aware of the open licensing system, and 49.6% of patentees are willing to adopt the open licensing method, among which 90% are university patentees. Open licensing promotes patent transfer and transformation The role of the system is gradually emerging.

The State Intellectual Property Office has the fastest growth in the number of patents granted in the field of hydrogen energy, with an average annual growth rate of 20.5%, and has achieved an average annual growth rate of more than double digits in the fields of energy storage technology, power-saving technology, and fuel-saving technology.
