  The so-called "two balances and one freezing" refers to the balance of occupation and compensation of cultivated land occupied by construction, the balance of entry and exit of cultivated land used for agricultural structural adjustment, and the freezing of reserve and replenishment of cultivated land quotas for illegal occupation of cultivated land.

  To resolutely curb the "non-agriculturalization" of cultivated land, it is necessary to avoid occupying cultivated land as much as possible for various constructions, and to strictly implement the balance between occupation and compensation.

In 2022, the balance management of cultivated land occupation and compensation will be further standardized, and a full-process supervision mechanism for supplemented cultivated land will be established and implemented. Strict and strict requirements will be imposed on the site selection and demonstration, implementation and acceptance of supplemented cultivated land projects, reporting and storage, and later management and protection.

At the same time, use information technology to strengthen supervision, upgrade and transform the dynamic supervision system for the balance of cultivated land occupation and compensation, and fully use the results of the "three areas and three lines" delineation to apply to project review to ensure that the replenishment of cultivated land is authentic and credible.

  To effectively prevent the "non-grain" of cultivated land, it is necessary to strictly control the conversion of cultivated land to other agricultural lands. It is indeed necessary to implement a balance between the use of cultivated land and ensure that the cultivated land that can be used stably for a long time will not decrease.

Based on this, in 2022, in the investigation and rectification of cultivated land outflow problems nationwide, all localities will "recover" cultivated land according to the unified deployment. For unreasonable cultivated land outflows, they will be rectified and restored in a realistic manner, initially curbing the unreasonable reduction of cultivated land.

  In addition, in order to strictly control the use of cultivated land, in 2022, local natural resources departments will also freeze the supplementary cultivated land indicators in the reserve where the illegally used land is located in the reserve for illegal occupation of cultivated land for non-agricultural construction in 2022, effectively reducing the new illegal occupation of cultivated land.
