Employment books

From January 1, the use of work books of a new type begins in Russia.

In particular, the total volume of the document and the insert, as well as the ratio of their sections, has been changed.

At the same time, citizens will be able to use the old documents without restrictions.

The Ministry of Finance will determine the procedure for the production of new work books and resolve issues related to providing employers with new documents.

Single allowance

From January 1, the payment of a single benefit in connection with the birth and upbringing of a child will be introduced to families with incomes below the subsistence level per person.

The new type of state support will combine a number of already existing social protection measures, in particular in connection with the birth or adoption of a child under the age of three, as well as for children from three to seven and from eight to 17 years.

It also applies to pregnant women.

The amount of the allowance will depend on the income level of the parents and will be 50, 75 or 100% of the regional subsistence minimum for children.

On average for the country next year, these will be the amounts of 6,972, 10,458 and 13,944 rubles.

According to the authorities, targeted assistance will affect families in which a total of about 10 million children are brought up.

In total, in 2023, the country's leadership is going to allocate almost 1.7 trillion rubles for these purposes.

Medicines for children with rare diseases


From January 1, 2023, a law comes into force, according to which drug provision for children under the age of 18 with severe life-threatening or chronic diseases, including rare (orphan) diseases, is proposed to be carried out at the expense of funds provided for in the federal budget for the Circle of Kindness Foundation. ".

Previously, the fund provided assistance to certain categories of children, and now it will be able to help a wider range.

It is noted that funds to support sick children will increase by 21 billion rubles annually.

Social Fund of Russia

On January 1, 2023, the Social Fund of Russia will begin its work, which will unite the Pension Fund and the Social Insurance Fund.

Now the Russians will be able to apply for benefits and payments to one fund.

“Unification of funds is a simplification of the procedure for payments, and not a change in the rules for their appointment.

All federal social assistance measures can be issued upon a single request.

Delivery dates for pensions and benefits will remain.

Citizens will continue to receive pensions and social benefits provided for by law in the same time frame and apply to their usual addresses, ”the PFR website says.

From January 1, new rules will come into force that will simplify the life of conscientious taxpayers.

Now a single tax account will be opened for them, through which it will be possible to transfer funds in one payment.

A single deadline for paying taxes is also established - the 28th day of each month.

“In order to simplify the procedure for paying taxes, it is proposed to introduce a single tax account.

Citizens, individual entrepreneurs and legal entities will be able to use it.

The law will relieve them of the need to fill out numerous payment orders with a large number of details, ”Vyacheslav Volodin explained.

Federal educational programs

From January 1, federal basic general education programs uniform for the whole country are being introduced.

We are talking about the so-called gold standard for the quality of knowledge - a level below which knowledge cannot be given to a child.

The main priority of the programs is the attention to traditional values, the unacceptability of racism, the prohibition on denying the importance of the family.

According to the speaker of the State Duma, the innovation will increase the availability of quality education for children, regardless of their place of residence.

From January 1, a law comes into force, according to which owners will be able to quickly find out which third parties are registered in the apartment without their permission.

The protection of the rights of homeowners will also be strengthened, for example, when inheriting a dwelling, it will help to avoid disputes about moving in or evicting and fraud in these matters.

The concept of "trainer-teacher" is introduced

From January 1, coaches who teach children in sports schools and centers will officially be considered teaching staff with all rights, obligations and social guarantees.

“The adoption of the bill will ensure the transfer of organizations providing sports training as the main goal of their activity to educational organizations, and participants in sports training, respectively, to students and teachers,” the explanatory note to the law says.

It is noted that trainers-teachers will have to pass certification not earlier than in two years and not later than in five years.

Help in finding a job

From January 1, 2023, residents of the Donetsk and Luhansk People's Republics, as well as Zaporizhia and Kherson regions, will be able to receive assistance in finding a suitable job and other employment services.

According to the law, citizens of new entities seeking work will need to personally apply to the regional employment service with an application and passport, as well as provide documents on education and qualifications.

From January 1, the law on the free stay of parents in hospitals with disabled children comes into force.

“Often a child needs long-term treatment in hospitals in regional centers or large cities, and his mom and dad do not have the means to be around.

From January 1, people with disabilities will be given medicines, medical devices and specialized food products using an electronic certificate.

On January 11, the law on additional guarantees for social support for orphans and children left without parental care comes into force.

So, they will be able to register at the address of the local administration until they have received from the state the apartment required by law.

Registration is required to receive social benefits.

According to the State Duma, the innovation will affect 219 thousand orphans who have the right to receive housing after the age of 18.
