1. General requirements

If the situation of offline training institutions in various cities within the province varies greatly, the provincial competent department can put forward the bottom line requirements, authorize the prefectural and municipal competent departments to formulate detailed standards on this basis, and file with the provincial competent department.

For institutions that carry out various non-disciplinary training, they should also meet the setting standards for all types of businesses involved.

The standards of non-disciplinary training institutions in various places must meet the following basic requirements.

All localities should establish and improve the non-disciplinary training market monitoring system, focusing on strengthening the monitoring of sports, art and other non-disciplinary training fees widely participated by primary and secondary school students.

  11. Strengthen the supervision of advance fees.

The training fees of non-disciplinary training institutions are managed by designated banks, special accounts, and special funds.

The fees charged by training institutions should all be entered into the special account of the institution for charging, and other accounts of the institution or accounts other than the institution shall not be used to collect training fees, and the charging account shall be disclosed to the public.

Non-disciplinary training for primary and secondary school students shall not use training loans to pay training fees.

Encourage training institutions to provide training services first and then charge for operation. Training institutions should actively submit or authorize the custodian bank to push information about fund supervision accounts, large-amount fund changes, and transaction records in accordance with the regulatory requirements of the competent authority.

It is necessary to clarify the domestic and overseas listing standards and procedures of non-disciplinary training institutions, strictly control the gates, do a good job of supervision and guidance, and prevent barbaric growth.

The financing and income of training institutions should be mainly used for training business operations.

Fully use the "Primary and Secondary School Students' Off-Campus Training Service Contract (Model Text)" (Revised 2021) to clarify training items, training requirements, training fees and refunds, liability for breach of contract, dispute handling, etc., to protect the legitimate rights and interests of the masses.
