  Li Jiachao pointed out in the "Policy Address" that in order to improve Hong Kong's governance level, it is necessary to start with "governance capacity" and "governance effectiveness".

The establishment of the chief executive's policy team is an important part of it, to enhance the SAR government's research and initiative capabilities on long-term and strategic issues.

  Li Jiachao said: "Dr. Huang Yuanshan has many years of rich experience in policy research. When he was in the leadership of think tanks, he worked closely with and communicated with high-end think tanks in the country, paying attention to and familiar with the country's development. He works in different financial centers. He has a national overall thinking and pays attention to the international situation. He is the right person to be the head of the chief executive's policy team. I firmly believe that he can lead the chief executive's policy team, make suggestions, and assist me and the SAR government in governing."

  Li Jiachao expects the chief executive's policy team to make contributions in the following aspects:

  (1) Advocating and assisting in formulating long-term and strategic policies from a far-sighted perspective;

  (2) Keeping abreast of national development, including directions, plans and policies, analyzing and suggesting key points for integration into the overall situation of national development, actively participating in promotion and making contributions;

  (3) Examining international relations and situations, and analyzing opportunities and risks, so that the government can seize opportunities, create a favorable environment for development, and prevent risks at the same time; and

  (4) Grasp the sentiments of Hong Kong people, understand the general direction and key points of public concern, and discover factors that are conducive to social harmony and stability, and assist in decision-making directions and formulation of measures.

  Huang Yuanshan will officially take office tomorrow.

He will organize the members of the chief executive's policy team and lead the work of the chief executive's policy team.
