  In order to thoroughly implement the decision-making and deployment of the Party Central Committee and the State Council, the interim measures for the movement of Chinese and foreign personnel after the new type of coronavirus infection is formulated, which will be implemented on January 8, 2023.

The relevant matters are hereby notified as follows:

  1. Remote detection

  Persons coming to China should undergo a nucleic acid test 48 hours before departure. Those with a negative result can come to China without applying for a health code from our embassy or consulate abroad, and fill in the result in the customs health declaration card.

If positive, relevant personnel should come to China after turning negative.

  2. Entry quarantine

  Nucleic acid testing will no longer be implemented for all personnel entering the country, and those who have normal health declarations and no abnormalities in the routine quarantine at customs ports can be released to enter the community.

  People with abnormal health declarations or symptoms such as fever will be tested for antigens by the customs.

If the result is positive, if you are an asymptomatic infection or a mild case without serious underlying diseases, you can take home, home isolation or self-care. In other cases, it is recommended to go to a medical institution for diagnosis and treatment as soon as possible.

If the result is negative, the customs will implement routine quarantine in accordance with the "Frontier Health and Quarantine Law" and other laws and regulations.

  3. International passenger flights

  Cancel the number control measures for international passenger flights such as "five ones", "one country, one policy" and passenger load factor restrictions, increase the number of flights in stages, and optimize the distribution of routes.

Simplify the handling process of inbound flights at airports, improve the efficiency of airport operations, and strengthen the construction of flight reception capacity in key cities.

All airlines continue to do a good job in on-board epidemic prevention, and passengers must wear masks when boarding.

  4. Visa to China

  Further optimize arrangements for foreign nationals coming to China, such as resumption of work and production, business, study abroad, family visits, reunions, etc., and provide corresponding visa convenience.

  5. Port operation

  Optimize supporting management measures to ensure that freight at various ports returns to pre-epidemic levels as soon as possible.

Adjust the "passenger stop and cargo" policy at land ports, and gradually resume passenger entry and exit at land ports (including border residents' exchanges) on the basis of comprehensive assessment.

Passenger entry and exit at waterway ports will be gradually resumed.

For international cruise ships, the pilot program will be carried out first, and then gradually released.

Provide more convenience for Chinese and foreign crew members to change shifts in China.

  6. Inbound and outbound tourism

  According to the international epidemic situation and various service guarantee capabilities, and in line with the principle of pilot first, the outbound travel of Chinese citizens will be resumed in an orderly manner.
