The Russian government will check the spending of funds for military needs, said the head of the Cabinet of Ministers Mikhail Mishustin during a meeting of the coordinating council to meet the needs of the RF Armed Forces.

In his opening speech at the beginning of the meeting, the Prime Minister said that control over the use of budgetary funds allocated for a special military operation is a significant issue.

“The government has planned inspections of those resources that were intended for the repair and production of weapons, military and special equipment, and the purchase of fuels and lubricants,” Mishustin said.

The prime minister added that in the future it is planned to check other areas of spending funding during the special military operation in Ukraine.

The prime minister also mentioned the importance of solving social issues for servicemen and their families.

As the head of the Cabinet clarified, “serious amounts” are intended for additional measures to help mobilized citizens in the form of a lump sum, as well as monthly cash payments to military personnel.

In addition, Mishustin mentioned the activation of industrial enterprises in the interests of the Northern Military District.

The Prime Minister noted that production growth is observed in a wide range of goods.

He continued by saying that this was achieved thanks to the prompt identification and elimination of a number of technological obstacles in the production processes of both the organizations of the military-industrial complex and those that participate in cooperation with them.

“The deliveries of weapons, military and special equipment to the troops, as well as the supply of our soldiers with personal armor protection equipment, all-weather sets of clothing equipment, have been arranged.

All these are the first results," Mishustin said.

At the same time, the prime minister noted that "there is still a lot to be done", mentioning that the Russian industry is "gradually coping with current challenges, leveling the situation."

Among other things, Mishustin noted that the regions received the right to purchase dual-use goods at the expense of their budgets for subsequent shipment to the military.

Among such products, the prime minister mentioned drones, night vision devices, sights, optical, laser and other guidance systems, as well as camping equipment, medicines, building materials and other goods.

In addition, the Prime Minister noted that a significant amount of tasks solved by the Coordinating Council concerns infrastructure, in particular, the creation of fortifications and their engineering equipment.

“The necessary funding has been allocated for this, including almost 34 billion rubles in subsidies to regions bordering Ukraine,” the head of the Russian Cabinet said.

Formation of the council and its tasks

On October 21, Vladimir Putin signed a decree on the formation of a coordinating council under the Russian government to meet the needs of the Armed Forces of the Russian Federation, as well as other troops and military formations.

Mikhail Mishustin was appointed chairman of the new association.

According to the document, the main tasks of the council included making decisions on coordinating the activities of federal and regional executive authorities, resolving issues of providing troops with weapons, equipment and various resources, determining a target task for meeting the needs of the troops, forming an appropriate plan, determining the volume and directions for spending budget funds and process control.

After the formation of the council, Putin held several meetings with its members, at which the head of state spoke about the important areas of the upcoming work.

At the first working meeting, which took place on October 25, the president, among other things, stated the need to resolve issues related to the provision of the special operation and sanctions restrictions at a faster pace.

At subsequent meetings, which took place on November 2 and 24, Putin, in particular, noted the importance of interaction between manufacturers and developers of military equipment with those who directly use this equipment and understand the functions for which certain items were created.

The President also urged not only to increase the volume and range of supplies, but also to improve the quality characteristics of products.
