The tragedy of lawyer Salah Hamouri, a Maqdisi of French origin, was not the first or the last in the record of depriving the residents of the Holy City of Jerusalem from residing in it, and forcibly deporting them from it forever. Palestinians, and completely expelled them from their holy city since the Palestinian setback in 1967 until today, according to the data of the Jerusalem Center for Social and Economic Rights.

In addition to extracting the identity of the Jerusalemites, under the pretext that their center of life is no longer in Jerusalem, Israel enacted racist laws and regulations to deprive the Palestinian Jerusalemites of their legitimate rights, including their right to remain in their city, forcing them to leave to the occupied West Bank and Gaza Strip, or to force them to emigrate Outside the borders of the country to Arab and foreign countries.

An unprecedented incident

The Hebrew newspaper “Haaretz” said, commenting on the policy of withdrawing the identities of Jerusalemites, that “the deportation of lawyer Salah Hamouri, who is of Jerusalemite origin, to France, is a practical warning message from Israel to the Palestinians residing in the city, that if they do not submit, remain silent, and obey its authorities, they will be deprived.” of permanent residence.

The newspaper added that Hammouri holds French citizenship, so he could be expelled and deported outside the borders, but the other Jerusalemites who will be stripped of their status will only be able to deport from their homes and families to the West Bank, and perhaps to Gaza, or they will remain in Jerusalem deprived of basic identity rights, such as medical treatment. Medical and education mainly, which will certainly have a negative impact on their families as well.

This opinion is agreed with by the director of the Jerusalem Center for Social and Economic Rights, Ziyad Hammouri, who believes that all those whose identity cards have been revoked and who face the danger of transferring their residency from their home city, are exposed to real tragedies in terms of expulsion from their homes and the area of their residence, and facing homelessness while moving between several regions. .

Hammouri told "Emirates Today", in an exclusive interview, that "the occupation enacted in recent years the so-called (Loyalty Law to the State of Israel), which was applied against Salah Hammouri, members of the Palestinian Legislative Council, and the former Minister of Jerusalem Affairs, so their Jerusalem identity was withdrawn, and they were denied Their right to reside in Jerusalem, for not adhering to this law, as Israel claims.”

The director of the Al-Quds Center adds that “this incident is unprecedented, as history did not mention that the citizens showed loyalty to those who occupied their land, but Israel insists on continuing to do so, within the so-called demographic battle inside the Holy City of Al-Quds Al-Sharif, to keep the least possible number of Jerusalemites, and to bring settlers in large numbers.” big".

Deprivation to the degree of residency withdrawal

The withdrawal of identity from Jerusalemites takes many forms, starting with the withdrawal of health insurance from them, and depriving them of their rights to treatment, education, and basic services, which are provided as citizenship rights as a result of their obtaining a Jerusalem identity, so that this is a prelude to withdrawing their residency, and ultimately excluding them from the number of residents of Jerusalem.

The Jerusalemite citizen, Rami Al-Fakhouri, began his tragedy in the middle of 2021, stemming from the Israeli National Insurance Institute withdrawing health insurance from him, depriving him of access to medical services, and cutting off other social allowances from his family, such as old-age allowance and special needs, under the pretext of lack of proof of residence in Jerusalem. Although he lives in the Old City of the Holy City since his birth inside his father's house, which he inherited from his parents and grandparents, and therefore he faces the danger of moving his residence from Jerusalem at all times.

Al-Fakhouri affirms that every Palestinian who lives within the borders of the Holy City of Jerusalem, and carries its blue identity card, has the right to obtain basic services, especially social allowances and health insurance, to receive treatment, and to benefit from medical services.

He says, "This confirms our existence in Jerusalem, and not as the occupation claims, which seeks with all its institutions and arms to revoke our residency from Jerusalem, and expel us from it little by little, by cutting social allowances, canceling health insurance cards, and depriving us of our basic citizenship rights."

Al-Fakhouri goes on, "The occupation does not bestow upon us the services that we get. Israeli law forces Jerusalemites to pay monthly sums of up to 250 shekels per person, in exchange for free comprehensive health insurance, in addition to social allowances."

outside the borders of Jerusalem

In 2011, the occupation withdrew the Jerusalemite identity and the right to reside in the Holy City from three deputies members of the Palestinian Legislative Council, namely: Muhammad Abu Tir, Ahmad Atoun, and Muhammad Totah. In 2014, the former Minister of Jerusalem Affairs, Khaled Abu Arafa, faced the same fate.

And the Palestinian MP, Muhammad Atoun (55 years), recounts the stations of his forcible deportation from the Jerusalemite town of Sur Baher to the city of Ramallah in the West Bank. On May 29, 2006, and a month after that, the occupation forces arrested me, to release me in 2010, so that I would immediately receive an Israeli decision to deport me from Jerusalem within one month.

And he adds, “On September 26, 2011, the occupation forces stormed the headquarters of the International Mission of the Red Cross, while I was in protest against the decision to transfer my residency from Jerusalem, so a special force from the Israeli army stormed the international headquarters, to kidnap me, and then transfer me to the (Al-Mascobiyya) interrogation center in Jerusalem.” ».

The Palestinian representative states that the occupation exerted severe pressure against him to force him to sign the deportation order, or to remain in prison, but he refused to sign at all, and on December 6, 2011, the Israeli forces took him and forcibly deported him to the West Bank.
