The head of the Radiation, Chemical and Biological Defense Forces of the Russian Armed Forces, Lieutenant-General Igor Kirillov, during the briefing, named the key figures in the Ukrainian military biological program.
We are talking about working with components of biological weapons, research was carried out on pathogens of especially dangerous and economically significant infections, which were carried out on the territory of Ukraine with financial, scientific, technical and personnel support from the United States.
Among them: former director of the Weapons of Mass Destruction Threat Reduction Agency (DTRA) Kenneth Myers, executive vice president of the CIA-controlled venture capital fund In-Q-Tel Tara O'Toole, former head of the US Centers for Disease Control and Prevention Thomas Frieden , former Director of the National Institutes of Health Francis Collins, former Executive Director of Battelle Memorial Institute Jeffrey Wadsworth, Chief Scientist and President of International Research, Development and Medicine at Pfizer.
According to Kirillov, American taxpayers should be asking these people why their money is being spent on illegal military biological research in Ukraine and elsewhere around the world.
“All of them in one way or another are the beneficiaries of the Pentagon’s biological projects and are associated with the US Democratic Party, whose leaders are the ideological inspirers of military biological research and the creators of secret money laundering schemes in the interests of a narrow circle of representatives of the American elite,” Kirillov said.
He also noted that the earlier DTRA report on activities in Ukraine, published by an American non-governmental organization, was heavily censored by the US authorities.
So, the Pentagon removed about 80% of the information from the document.

Meanwhile, an expanded version of this report has become available to the Russian military, which reveals the names, positions of specialists and leaders of biological projects, a list of laboratories involved, as well as facts confirming the conduct of exercises and training with pathogens of especially dangerous infections.
“In accordance with the document, the executors of military biological programs are the Mechnikov Ukrainian Anti-Plague Institute, the Institute of Veterinary Medicine, the Lviv Research Institute of Epidemiology and Hygiene,” explained the head of the Radiation, Chemical and Biological Protection Forces of the Russian Armed Forces.
The Ministry of Defense of the Russian Federation also has information according to which the Pentagon is actively transferring research that has not been completed within the framework of Ukrainian projects to the states of Central Asia and Eastern Europe.
“At the same time, cooperation between the US Department of Defense and the states of Africa and the Asia-Pacific region - Kenya, Cambodia, Singapore, Thailand is increasing.
Of particular interest to the US military are states that already have laboratories with a high level of biological isolation on their territory, ”Kirillov said.

The representative of the Russian Ministry of Defense also drew attention to the fact that at the 9th Conference of the States Parties to the Convention on the Prohibition of Biological and Toxin Weapons, the final declaration was not adopted because of the United States of America.
According to him, one of the reasons for the blocking was lobbying for the interests of large pharmaceutical companies.
The head of the RKhBZ Troops noted that the last conference revealed "deep contradictions" on the implementation of the BTWC, exacerbated by "the United States' obsessive desire for global dominance."
At the same time, the event received “extremely little coverage in the Western media”, which completely ignored both the statements of its participants and the very fact of the work of the international forum.
“We regard this as an attempt by the United States and its allies to keep silent about the topic of military biological research, which is uncomfortable for the West, to leave room for maneuver and once again block initiatives to strengthen the regime for the nonproliferation of biological weapons,” Kirillov said.

At the same time, an American non-governmental organization proposed the creation of a joint mechanism for investigating biological incidents under the auspices of the UN.
As the representative of the Russian Defense Ministry explained, such a proposal, in particular, was caused by US dissatisfaction with the conclusions of the WHO expert commission on the causes of the pandemic of a new coronavirus infection.
“Obviously, they would like to have a more loyal and controlled tool for investigating outbreaks of infectious diseases.
Similar to the Secretary-General's mechanism, it is proposed to create a list of experts, whose work will be based on the principles of the fact-finding mission, which operates on the basis of the Organization for the Prohibition of Chemical Weapons.
In the future, this will make it possible to give the mechanism an attributive character and give Western countries the opportunity to “appoint” the perpetrators at their own discretion, ”stated the head of the Radiation, Chemical and Biological Protection Forces of the Russian Armed Forces.
