China News Agency, United Nations, December 21st, the United Nations Security Council held an open meeting on Syria's political and humanitarian issues on the 21st.

Geng Shuang, China's deputy permanent representative to the United Nations, said at the meeting that any military action in Syria without the consent of the Syrian government constitutes a violation of Syria's sovereignty and territorial integrity.

China calls on Turkey and Israel to immediately stop cross-border attacks.

On the same day, UN Special Envoy for Syria Pei Kairu, UN Under-Secretary-General for Humanitarian Affairs Griffiths and others made briefings.

Pei Kairu said that the hostilities and military operations facing Syria are escalating, and humanitarian needs continue to intensify.

Griffiths said that Syria is facing the worst social and economic situation since the crisis.

Affected by factors such as high inflation, the depreciation of the local currency, and the escalation of hostilities, millions of Syrian families cannot afford food and other necessities, and most families are struggling.

Geng Shuang said in his speech that the security situation in Syria has been turbulent for some time.

Turkey has repeatedly launched air strikes and artillery strikes on northern Syria, and continues to threaten ground military action against Syria.

Israel frequently attacks targets in Syria.

Syria is a sovereign state.

Any military action in Syria, as long as it is not approved by the Syrian government, no matter what the name is, constitutes a violation of Syria's sovereignty and territorial integrity.

China calls on Turkey and Israel to immediately stop cross-border attacks and insist on resolving relevant issues through dialogue and consultation.

The illegal presence of foreign troops in Syria must also end.

Geng Shuang said that in the final analysis, the proper resolution of the Syrian issue must be achieved through political means.

The sooner a political solution comes, the sooner the suffering of the people will end.

Security Council Resolution 2254 represents the consensus of the international community on the Syrian political process and should be fully implemented.

China hopes that the meeting of the Syrian Constitutional Council will be resumed as soon as possible in accordance with the principle of "Syrian-led and Syrian-owned".

Cross-border rescue is a temporary arrangement made under special circumstances, and eventually there will be a gradual and orderly transition to cross-line rescue.

The international community should promote cross-line relief as the main channel for humanitarian assistance to Syria as soon as possible.

Geng Shuang said that the early restoration projects will help foster the endogenous power of Syria's development.

China urges all donors to proceed from the well-being of all Syrian people, provide unconditional and sufficient financial support for early recovery projects, and achieve balanced implementation of projects in Syria.

Explosive remnants of war have greatly affected the normal production and life of the Syrian people. China hopes that relevant areas will be included in the scope of early recovery as soon as possible.

Unilateral sanctions and the resulting over-execution run counter to the efforts of the Security Council and the international community to improve humanitarian access to Syria and increase humanitarian resources in Syria.

China once again calls on relevant countries to immediately lift the unilateral coercive measures against Syria.
