This new multi-year residence permit called "talent - medical and pharmacy professions" concerns doctors "whatever their specialty", midwives, dental surgeons and pharmacists, specifies the text sent to the Council of State on Monday. .

This bill, which must be presented to the Council of Ministers in January before being examined in the Senate and then in the National Assembly at the beginning of 2023, was the subject of all-out consultations at the end of the year as well as a heated debate without a vote in Parliament.

As indicated for several months by the government, it gives pride of place to measures intended to encourage the expulsion of foreign offenders, in particular through a "structural" reform of asylum, and contains several articles aimed at making the integration of strangers.

After the residence permit "jobs in tension" already announced by the government to respond to sectors in shortage of manpower, this new card completes the "integration" section of the bill aimed at "controlling immigration" and "improve integration", carried by the Ministers of the Interior Gérald Darmanin and Labor Olivier Dussopt.

According to article 7 of the text, this card is intended for health professionals and their families "as soon as they are recruited by a public or private non-profit health establishment".

"This title aims to meet the need for recruitment of qualified health personnel in health establishments or medico-social establishments", in particular because these foreign practitioners cannot at present always be hired "for lack of a residence permit fully responding to the specificity of these situations”, justifies the executive.

This card “will make it possible to improve the readability and attractiveness of the right of residence for these qualified publics, while taking into account the challenges of verifying the aptitude of foreign professionals to practice in the hospital sector”, can we read.

The text thus plans to condition the issuance of the title to an authorization from the regional health agency.

Its period of validity, from 1 to 4 years, will depend on the validation by the practitioner of the "EVC", the knowledge verification tests.
