“Today we are honoring outstanding citizens of Russia — heroes, pioneers, creators, courageous and hardworking people who have made a huge contribution to the development of the country, who have shown themselves in our difficult but significant time.

The head of state also noted that the title of Hero of Russia was awarded to servicemen who showed special valor in solving combat missions in the NVO zone.
“We are proud of each of you, we admire the resilience and courage of people who, at a difficult moment for the Motherland, stood up for its defense and fulfill their military duty in the war zone, helping to establish life in our new territories,” the Russian leader explained.

During the ceremony, Vladimir Putin presented state awards to Leonid Pasechnik and Denis Pushilin, Acting Heads of the Luhansk and Donetsk People's Republics, and Yevgeny Balitsky and Vladimir Saldo of the Zaporozhye and Kherson Regions.
Pushilin and Pasechnik were awarded the Order of Merit for the Fatherland of the highest degree, Balitsky and Saldo were awarded orders of the third degree.
