"Monitoring of basic payment services 2002" is called the survey and it states that access to the services has become increasingly worse in recent years.

15 of the country's 21 county administrative boards judge that the access to basic payment services for private individuals is not satisfactory.

Two municipalities, Boxholm and Ödeshög, have no bank branches at all.

It can be difficult for associations, for example, to deposit money.

Some lack payment accounts

The right to a payment account is crucial to being able to manage your finances.

But even that can have its problems these days.

In its monitoring, the County Administrative Board has seen that people are refused to open a payment account.

- Foreign students who want to pay their rent in cash are sometimes shocked when it doesn't work in Sweden.

And if you don't have a social security number, you can't get a bank account, says Clara Andersson, process manager for basic payment services at the county administrative board.

The situation worsened when the private Kassagirot disappeared a few years ago.

- I think the state must take responsibility.
